This article shows that abundant resources and blind faith in an optimistic future cannot result in sustainable growth in Brazil. There are great deficiencies in various areas which make sustained high growth rates almost impossible to achieve, such as the low investment ratio, deficiencies in creating human capital, high interest rates leading to an uncompetitive exchange rate and a lack of infrastructural development.

We analyze the 2001 Argentine default on its foreign debt and its consequences in terms of the existing literature on sovereign debt default. It is our purpose to evaluate this experience and to see to what extent the Argentine case requires a re-thinking on the nature and consequences of defaults. We show that the Argentine case contradicts many of the standard predictions, in particular its posterior lack of access to international credit, restriction to international trade and negative economic growth. Moreover, it corroborates the historical fact that many defaulters "get away with it."

Este artigo examina a proposição de que um governo que está enfrentando uma eleição ou que depende de um apoio popular para governar terá dificuldade de resistir ao aumento de gastos ou de aumentar os impostos. Os conseqüentes déficits fiscais podem ser financiados pelo Banco Central, o que resulta em inflação, ou pelos empréstimos domésticos e/ou estrangeiros, aumentando a dívida doméstica ou estrangeira. Depois de um curto resumo histórico da experiência brasileira, um método quantitativo está sendo utilizado para testar a validade desta hipótese de uma maneira mais formal.

This paper examines the proposition that a government which faces an election or depends on general popular support to govern effectively will find it difficult to resist increasing expenditures or to raise taxes. The resulting fiscal deficits are then either financed by the central bank, which produces inflation, or by domestic and/or foreign borrowing, increasing the government's foreign or domestic debt. After a brief historical survey of Brazil, a method is use to test the validity of this hypothesis in a more formal way.

RESUMO Este artigo analisa as principais medidas de política neoliberal instituídas na América Latina na última década e seu impacto sobre a equidade. Ele primeiro enfatiza a dificuldade de separar o impacto das medidas de liberalização dos ajustes fiscais necessários da década de 1980, e seus efeitos de transição versus longo prazo, e então coloca os movimentos observados na distribuição em um contexto global e histórico. A segunda parte coloca várias inovações dos regimes neoliberais em perspectiva histórica e argumenta que seu impacto geral provavelmente não será regressivo e que os regimes anteriores provavelmente não foram especialmente progressivos. A longo prazo, a evolução dos mercados de fatores provavelmente será de importância primordial - o lado da demanda, impulsionado pelo crescimento industrial reorientado e a crescente importância do setor de serviços, interagindo com a oferta relativa de mão de obra qualificada e não qualificada - provavelmente será de importância primordial na determinação da evolução da distribuição do rendimento.

ABSTRACT This paper reviews the principal neo-liberal policy measures instituted in Latin America in the last decade and their impact on equity. It first emphasizes the difficulty of separating the impact of liberalization measures from the necessary fiscal adjustments of the 1980s, and their transitional vs long run effects, and then places the observed movements in distribution in global and historical context. The second part places several innovations of neo-liberal regimes in historical perspective and argues that their overall impact is unlikely to be regressive, and that previous regimes were probably not especially progressive. Over the long run, developments in factor markets are likely to be of overriding importance - the demand side, driven by reoriented industrial growth and the increasing importance of the service sector, interacting with the relative supplies of skilled and unskilled labor - are likely to be of overriding importance in determining the evolution of the distribution of income.

ABSTRACT This article focuses on the contradictory position of the United States in its economic policies towards Latin America. By pressuring the region to maintain its debt service, the U.S. government left Latin American countries with little choice but to produce large trade surpluses, as voluntary capital flows to the region dried up in the 1980s. Simultaneous U.S. insistence, however, that Latin American countries curtail their export incentive programs and liberalize their imports, makes debt servicing even more difficult and imposes heavy burdens on Latin American societies.

RESUMO Este artigo enfoca a posição contraditória dos Estados Unidos em suas políticas econômicas para a América Latina. Ao pressionar a região para manter o serviço da dívida, o governo dos EUA deixou os países latino-americanos com pouca escolha a não ser produzir grandes superávits comerciais, pois os fluxos voluntários de capital para a região se esgotaram na década de 1980. A insistência simultânea dos EUA, no entanto, de que os países latino-americanos reduzam seus programas de incentivo às exportações e liberalizem suas importações, torna o serviço da dívida ainda mais difícil e impõe pesados encargos às sociedades latino-americanas.
