Aborda a educação internacional e comparada (EIC) como disciplina acadêmica, considerando seus desafios e sua atualidade tanto no meio acadêmico quanto nos círculos políticos. Sugere uma definição de trabalho para a EIC enquanto campo de estudo e pesquisa e descreve tendências e desenvolvimentos nesse campo que se mostram entre os mais proeminentes nos últimos anos. O artigo discute alguns dos desafios centrais na atualidade para a comparação como método de produção de conhecimento e aponta os potenciais da EIC para o estudo da educação no século 21. Conclui que a EIC apresenta claros sinais de renascimento, com desenvolvimentos intelectuais importantes tanto na base conceitual e teórica quanto no repertório metodológico da disciplina, conforme ilustram as pesquisas multiníveis.

The article addresses international and comparative education (ICE) as an academic discipline, considering its challenges and its relevance both in academia and in the political circles. It suggests a working definition of ICE as field of study and research and describes some trends and developments in this field that figure arguably among the most prominent in recent years. It also discusses some of today's central challenges for comparison as a method of production of knowledge and indicates the potential of ICE for the study of education in the 21st century. The article concludes that ICE shows clear signs of rebirth and highlights important intellectual developments both in the conceptual and theoretical bases and in the methodological repertoire of the discipline, as illustrated by multi-level researches.

A dimensão internacional das políticas públicas de educação tem sido bastante discutida nos últimos anos. Este artigo argumenta que as atividades dos agentes internacionais no domínio das políticas da educação não podem ser compreendidas inteira e exclusivamente a partir da perspectiva nacional e, por isso, devem ser estudadas em um nível distinto de análise. Questionando como melhor conceituar teoricamente esse campo de estudo, o artigo apresenta três abordagens teóricas: neoinstitucionalismo/ isomorfia, externalização e teoria do regime internacional. O foco dessa contribuição está centrado na análise da política internacional da educação a partir do último conceito indicado.

The international dimension of education policies has been widely discussed in the last couple of years. This article argues that the activities of international agents involved in education policy formulation cannot be entirely and exclusively understood from a national perspective and, thus, should be studied as a discrete level of analysis. Questioning how we might best conceptualize this field of study, this paper presents three theoretical approaches - neoinstitutionalism/isomorphism, externalization, and the international regime theory. The focus here is laid on the analysis of international education policy based on international regime theory.
