Resumo O presente artigo avalia a probabilidade de ocorrência de corrupção municipal a partir de modelos de contagem, tendo como variáveis de interesse os achados irregulares de fiscalização considerados médios e graves, extraídos de 1600 relatórios da Controladoria-Geral da União-CGU referentes aos municípios brasileiros. Foram estimadas e testadas as sensibilidades destas irregularidades ao volume de recursos fiscalizados do município, ao seu estágio de desenvolvimento, à atuação do controle social, a sua caracterização demográfica, ao efeito contágio de um município limítrofe corrupto, ao caso de segundo mandato do prefeito e ao seu partido político. Os resultados mostraram que as irregularidades tendem a aumentar nos municípios com maiores volumes de recursos recebidos, quando o controle social tem fraca atuação, quando o mesmo possui baixo desenvolvimento e alta densidade demográfica, e são vizinhos de municípios com problemas de corrupção. Dezesseis irregularidades médias e seis graves são encontradas a cada R$ 100 milhões de recursos recebidos por um município.

Abstract This article assesses the tendency to municipal corruption based on counting models, which have as response variables the findings recorded in 1600 audit reports of the Controladoria-Geral da União, CGU, referring to the Brazilian municipalities. The sensitivities of these irregularities were estimated an tested as a function of the volume of resources inspected, to their stage of development, to the role of social control, to its demographic characteristics, to the contagion effect among neighboring municipalities, to the second mandate of the mayor and his political party. The results have shown that the municipalities with medium and severe findings are those that receive a high percentage of resource transfers, they also have weak social control and a low level of municipal development, they are not sparsely populated and have neighboring municipalities with corruption problems. Sixteen medium irregularities and six serious irregularities are found of every R$ 100 million of resources received by a municipality.

Resumo O trabalho analisa corrupção e ineficiência no setor público a partir de um modelo de equilíbrio geral calibrado para o Brasil, com foco em agregados macroeconômicos e o bem-estar da economia. Os resultados de exercícios contrafactuais mostram que a eliminação da corrupção e ineficiências nos gastos públicos implicam significativo ganho de bem-estar. Entretanto, eliminando-se somente corrupção o efeito de bem-estar é adverso e expressivo, indicando que a corrupção estaria corrigindo alguma distorção presente na economia. Na hipótese de um possível tradeoff entre políticas de redução de ineficiências e corrupção, reduções nas ineficiências do setor público acompanhadas de aumento de corrupção podem implicar efeitos negativos sobre o produto e o investimento no curto e longo prazos, em que pese o bem-estar aumentar. Ademais, usando como ilustração a flexibilização de normas licitatórias para as obras da copa do mundo e das olimpíadas permitida pela Lei nº 12.462, as simulações sugerem que se a flexibilização vier acompanhada de aumentos na corrupção, poderia haver ganho de bem-estar para o agregado da economia, mas retrairia as trajetórias de crescimento do produto e investimento no curto e longo prazo, mostrando que poderia haver certo dilema na tomada de decisão para fins de implantação de uma política desta natureza.

Abstract The essay analyzes corruption and inefficiency in the public sector from a general equilibrium model calibrated to Brazil, focusing on macroeconomic aggregates and welfare for the aggregate economy. The results of the counterfactual exercises performed show that the elimination of corruption and inefficiencies in public spending could determinate significant gain in welfare. However, if only corruption is eliminated the welfare effect is negative, indicating that corruption could be eliminating some distortions in this economy. Admitting a tradeoff between corruption and inefficiency, less inefficiency and more corruption could imply reductions in product and investment in the short and long terms and welfare improvement. Using the flexibilization of rules of tender to illustrate the works of the World Cup and the Olympics allowed by the Law No. 12.462, the results of simulations suggest that, if flexible rules reduce inefficiency and increase corruption, it is possible to verify welfare gains and growth reductions, showing a dilemma in taking decisions for the purpose of implementing such policy of this nature.

OBJETIVOS: verificar a associação entre o Índice de Massa Corporal (IMC) de escolares de 7 a 14 anos e dos respectivos pais. MÉTODOS: estudo transversal com 886 escolares de quatro escolas de Florianópolis, SC. Diagnóstico antropométrico dos escolares e dos pais definido, respectivamente, a partir do IMC para idade de acordo com Centers for Disease Control and Prevention e dos pontos de corte da Organização Mundial da Saúde. A associação entre o IMC dos pais e dos escolares foi estimada por meio da razão de prevalência (RP) com intervalo de confiança (IC) de 95% e teste qui-quadrado com valor de significância de p< 0,05. RESULTADOS: identificou-se prevalência de sobrepeso/obesidade mais elevada em meninos (29,9%) quando comparada a de meninas (17,7%) (p<0,001). Observou-se relação estatisticamente significante entre o IMC de escolares do sexo feminino com o IMC das mães (RP=1,63; IC95%=1,1-3,0; p=0,02) e dos pais (RP=1,78; IC95%= 1,1-3,5; p=0,01). Nos escolares do sexo masculino a associação observada não foi estatisticamente significante. CONCLUSÕES: identificou-se que a prevalência do sobrepeso ou obesidade é 1,63 vezes maior, entre as meninas, quando a mãe também apresenta esse distúrbio e 1,78 vezes maior quando o pai o apresenta, em comparação a mães e pais eutróficos ou de baixo peso.

OBJECTIVES: to assess the association between parents 'Body Mass Index and schoolchildren from the age of 7 to 14 years old. METHODS: cross sectional epidemiological study with 886 schoolchildren from two public and two private schools in Florianópolis Island, Santa Catarina state. Schoolchildren and theirs parents anthropometric diagnostic was defined from the respectively BMIfor age according to the Centers for Disease Control and Prevention and WHO cutoff points. The association between parents BMI and schoolchildren was estimated through the prevalence ratio (PR) with confidence interval (CI) 95% and Pearson 's chi-square test with the significant value of p<0.05. RESULTS: higher overweight and obesity prevalence was verified in male students, 29.9%, compare to 17.7% to female students (p<0.001). Significant statistical relation between female students BMI and theirs mothers BMI was found, according to PR=1.63; CI95%=1.1-3.0;p=0.02 and theirs fathers BMI, PR=1.78; CI95%= 1.1-3.5; p=0.01. The association between male students IMC and theirs mothers and fathers did not show significant statistical relation. CONCLUSIONS: the female students prevalence of show overweight or obesity is 1.63 times higher when theirs mothers also showed the same nutritional status and 1.78 times higher when the father shows overweight/obesity in comparison to mothers and fathers with normal weight or underweight.
