Abstract The environmental fragility of the Amazon River Delta has been accentuated by urban growth. However, in an urban resilience point of view, it is clear that these cities have a capacity to reinvent themselves and overcome the low capacity of social investments. In this sense, this paper aims to present a discussion on the resilience of small towns in the Amazon River Delta, based on the analysis of three components: infrastructure, urban economy and social aspects. The research was developed using satellite images, data from the 2010 Brazilian Census and information collected in the field, through the application of questionnaires to 874 households of three small cities: Afuá, Ponta de Pedras, located at the state of Pará, and Mazagão, in the state of Amapá. The study showed that the resilience of small cities can be seen as the ability to overcome structural problems and present possibilities for the resident population to reinvent themselves.

Resumo A fragilidade ambiental do delta do rio Amazonas se acentua em função do crescimento urbano. A partir de uma discussão sobre resiliência urbana, percebe-se que as cidades no entorno têm competência para se reinventar e superar a baixa capacidade de investimentos sociais. Nesse sentido, este artigo tem como objetivo discutir sobre a resiliência das pequenas cidades desse delta, mediante a análise de três componentes: infraestrutura, economia urbana e aspectos sociais. A pesquisa foi elaborada com a utilização de imagens de satélite, dados do Censo de 2010 e informações coletadas em campo, por meio da aplicação de questionários a 874 domicílios de três pequenas cidades: Afuá, Ponta de Pedras e Mazagão. O estudo demonstrou que a resiliência das pequenas cidades é capaz de superar os problemas estruturais e apresentar possibilidades para a população moradora se reinventar.

Resumo O objetivo principal deste artigo é apresentar uma avaliação da hierarquia urbana de uma sub-região da Amazônia Brasileira, o Delta do rio Amazonas. A proposta é analisar as cidades do Delta que disponibilizam aos seus moradores, ou mesmo aos moradores de cidades adjacentes, acesso a serviços básicos (infraestrutura) e emprego. Os resultados foram produzidos utilizando: dados do censo, dados da Lista Anual de Informações Sociais (RAIS), número de estabelecimentos industriais (Federação das Indústrias do Estado do Pará - FIEPA), ano em que as cidades foram fundadas, distância das cidades para as capitais dos Estados e número de agências bancárias. Foi criado um índice geral que permitiu definir o grau de conexão entre as cidades e propor uma hierarquia urbana na região do Delta. Independentemente de diferentes processos históricos, idade, tamanho e importância na Rede Urbana Regional, as cidades do Delta podem ser comparadas em termos de infraestrutura disponível para sua população. Ao mesmo tempo, as cidades pequenas experimentam um crescimento significativo da população e uma expansão das áreas urbanas sem investimento proporcional às suas necessidades.

Abstract The main goal of this paper is to present an evaluation of the urban hierarchy of a sub-region of the Brazilian Amazon Region, the Delta of the Amazon River. We analyzed the Delta cities regarding their ability to provide access to basic services (infrastructure) and employment to their residents, or even the residents of adjacent towns. The results were produced using data from: census, the Annual List of Social Information (RAIS), the number of industrial establishments (Federation of Industries of the State of Pará - FIEPA), the year the cities were founded, distance from the cities to the state capitals, and the number of bank branches. A general index was created, and it allowed defining to what degree the cities were connected, and proposing an urban hierarchy at the Delta Region. Regardless of different historical processes, age, size and importance in the Regional Urban Network, the cities of the Delta can be compared in terms of infrastructure available to their population. At the same time, small cities are experiencing significant population growth, and expansion of urban areas without investment proportional to their needs.

Resumo O processo de urbanização nas pequenas cidades da Amazônia, nas últimas décadas, tem transformado o cenário urbano e também o rural, os quais foram reestruturados e perderam suas características típicas. Apesar de existirem cidades fortemente dependentes dos recursos das florestas, há o surgimento de cidades que se desvincularam dessas atividades rurais, tornando-se conectadas ao mercado global por meio da indústria. O município de Barcarena, no Pará, é um exemplo desse processo e, apesar de sua economia estar voltada para a atividade industrial, possui uma população rural que se sobrepõe à população urbana. Nesse aspecto, o presente artigo objetiva compreender a reestruturação urbana desse município a partir da instalação de um complexo industrial e dos paradoxos urbanos que surgiram a partir desse processo. Para o seu desenvolvimento, foram utilizados dados coletados por meio de formulários aplicados aos domicílios urbanos, dados censitários e informações coletadas no município. A pesquisa demonstra incoerência de dados sobre urbanidade, questiona as proposições do Instituto Brasileiro de Geografia e Estatística (IBGE) e conclui que Barcarena ainda é uma “cidade da floresta”, por conservar uma cultura e economia fortemente relacionada à floresta, e que Vila dos Cabanos é uma “cidade na floresta”, por apresentar funções logísticas fortemente ligadas ao exterior e desvinculadas da floresta.

Abstract Over the past decades, the process of urbanization in the small towns of Amazonia has transformed the urban and rural sceneries, which were restructured and have lost their characteristics. Although there are cities deeply dependent on forest resources, there is the emergence of cities that have withdrawn this activity and become dependent on the productive sector connected with the global market, such as the industry. The municipality of Barcarena, Para state, is an example of this process. Even though its economy is based on industrial activity, its rural population overlaps its urban population. In this sense, this paper aims to study the urban restructuring of the municipality of Barcarena, from the installation of an industrial complex, and the urban paradoxes resulting from this process. This research was developed using data collected through questionnaires applied in urban households, census data, and information collected in the Barcarena City Hall. This study shows the incoherence of data on urbanity; questions IBGE delimitations; and concludes that Barcarena is a “town of the forest” because it has kept its culture and economy closely related to it, and that ‘Vila dos Cabanos’ is a “town in the forest” because it presents strong logistic functions bound to the exterior and disconnected from the forest.
