Text mining and related analytics emerge as a technological approach to support human activities in extracting useful knowledge through texts in several formats. From a managerial point of view, it can help organizations in planning and decision-making processes, providing information that was not previously evident through textual materials produced internally or even externally. In this context, within the public/governmental scope, public security agencies are great beneficiaries of the tools associated with text mining, in several aspects, from applications in the criminal area to the collection of people's opinions and sentiments about the actions taken to promote their welfare. This article reports details of a systematic literature review focused on identifying the main areas of text mining application in public security, the most recurrent technological tools, and future research directions. The searches covered four major article bases (Scopus, Web of Science, IEEE Xplore, and ACM Digital Library), selecting 194 materials published between 2014 and the first half of 2021, among journals, conferences, and book chapters. There were several findings concerning the targets of the literature review, as presented in the results of this article.

ABSTRACT This paper presents a broad overview of main contributions related to the FITradeoff (Flexible and Interactive Tradeoff) method. FITradeoff is a multicriteria method developed within the scope of the Multiattribute Value Theory (MAVT), considering partial information from the decision maker (DM) in the preference modelling process. Over the last few years, several methodological developments on this method have been published in the literature, as well as practical applications to a wide range of multicriteria decision problems. The most recent methodological advances are related to preference modelling process, which now integrate the two paradigms of elicitation by decomposition and holistic evaluation. Furthermore, contributions from behavioral studies, some of them including decision neuroscience, have enhanced the DSS free available for FITradeoff. In this paper, all previously developed works related to the FITradeoff method are approached, considering both methodological developments and practical applications. A summary on the different modeling approaches for solving different decision problematics (choice, ranking, sorting and portfolio) with FITradeoff is presented. The recently proposed combination of preference modeling paradigms - elicitation by decomposition and holistic evaluation - within the FITradeoff decision process is explained, as well its potential advantages for the elicitation process. Moreover, a brief review on the practical applications of the method in different contexts is presented. In addition, this work also brings a summary on the results of behavioral experiments conducted using neuroscience tools with the FITradeoff method, as well the methodological insights resulted from them, and future perspectives of potential research topics related to the FITradeoff method.

ABSTRACT This article aims to present a Multicriteria Decision Aiding (MCDA) model for assessing risk management maturity. Therefore, it is proposed to use a Maturity Model (MM) for risk management aligned with the ELECTRE TRI method. The ELECTRE TRI was chosen as the sorting method because it has a strong axiomatic structure based on the relationship of concordance and discordance between the alternative and the profile that delimits each of its classes. To test the proposal, a case study was carried out on a real company in the construction industry. For the development of the risk management maturity assessment model, a questionnaire was applied to collect data related to risk management practices in the organization. After collection, the data were used for modeling in a Decision Support System to apply the ELECTRE TRI, which managed to classify and identify the organization’s risk management maturity at level 3 (managed).

ABSTRACT Human Resource Allocation (HRA) can be defined as the way professionals are distributed across the organization’s tasks, given that each individual has his/her own set of characteristics, and that each task has specific needs. Thus, this paper puts forward a mathematical programming model for allocating human resources that considers employees’ formal qualifications and experience and the possibility of employees sharing tasks in each project. The proposed mathematical model was designed and implemented according to a set of heuristics based on a Greedy Search (GS), a Genetic Algorithm, a Cosine Pigeon- Inspired Optimizer and an Iterated Local Search (ILS), to solve small, medium and large random instances. Thus, it was verified which of the heuristics had the best performance according to certain indicators, such as resolution time and average quality of the solutions found. Finally, they were also compared with the optimal solution obtained for small and medium-sized instances, with the best average results to ILS, although these are not too far from those of the GS.

Abstract This study presents an integrated model to support the process of classifying projects and selecting project managers for these projects in accordance with their characteristics and skills using a multiple criteria decision aid (MCDA) approach. Such criteria are often conflicting. The model also supports the process of allocating project managers to projects by evaluating the characteristics/types of projects. The framework consists of a set of structured techniques and methods that are deemed very appropriate within the context of project management. A practical application of the proposed model was performed in a Brazilian electric energy company, which has a portfolio of projects that are specifically related to the company´s defined strategic plan. As a result, it was possible to classify the projects and project managers into definable categories, thus enabling more effective management as different projects require different levels of skills and abilities.

Este artigo apresenta os resultados de uma investigação acerca das práticas de gerenciamento da manutenção nas indústrias de manufatura de médio e grande porte da Região Metropolitana de Recife, nos diversos ramos de atividade. A pesquisa foi realizada por meio da aplicação in loco de um questionário que aborda questões importantes do contexto da manutenção. As 50 indústrias entrevistadas foram selecionadas por meio de uma amostragem probabilística cuja estrutura foi extraída do cadastro da Federação das Indústrias do Estado de Pernambuco (anos de 2005 e 2006). As entrevistas foram conduzidas durante o segundo e terceiro trimestres de 2007 e, dentre os resultados encontrados, pode-se afirmar que a manutenção mostrou algumas deficiências que podem ser amenizadas e até mesmo superadas por meio de uma maior atenção a esse setor. Além disso, pode-se destacar que grande parte das indústrias utiliza a experiência gerencial como ferramenta de análise em detrimento de técnicas analíticas mais eficientes para a solução de problemas. Esse comportamento limita os resultados positivos que podem ser obtidos a partir de um tratamento adequado da manutenção.

This article presents the results of a research study on maintenance management practices in medium and large manufacturing industries in the metropolitan area of Recife, in various branches of activity. The survey was carried out by means of in loco application of questionnaires addressing important issues dealing with the context of maintenance. The 50 industries surveyed were selected by probability sampling, where sampling framework was drawn from the records of the Federation of Industries of the State of Pernambuco, in 2005 and 2006. The interviews were conducted during the second and third quarters of 2007. Among the results, it is possible to state that maintenance has presented some shortcomings, which can be mitigated or even overcome through greater attention to the sector. Moreover, it is possible to note that most industries use experience as a management tool, at the expense of more efficient analytical techniques for solving problems. This behavior limits the positive results that can be obtained from an appropriate treatment to maintenance.

Despite being widely applied in real problems that tackle evaluating efficiency, Data Envelopment Analysis (DEA) models are frequently criticized on account of the weights of evaluation criteria often being defined loosely. Thus, approaches to incorporating value judgments in DEA models have been used in order to obtain more consistent results with managerial reality. It is against this background that this paper proposes a DEA model for evaluating efficiency, where the value judgments of those responsible for evaluation, regarding the criteria, are defined based on the philosophy of the SMARTS method and incorporated into the model by the Assurance Region (AR) method. The model proposed is applied using information about the investments made in the area of Information Technology and Information Systems by Brazilian banks The aim is to exemplify the application of the model and raise points for discussion with regard to its merits.

Este trabalho apresenta um modelo para otimizar ganhos competitivos de uma organização advindos da implantação de Sistemas de Informação (SI), atuando em sua priorização. Este artigo aborda parte de um processo mais amplo, o planejamento de SI, em que serão considerados aspectos estratégicos da organização e outros, relacionados à criticidade de processos que se associam aos Agrupamentos de Informações. A consideração destes aspectos estratégicos, táticos e operacionais será valorada através de uma função de valor aditivo. Neste trabalho é feita alusão a um modelo publicado anteriormente, ao qual serão acrescentadas mudanças na forma como é feita a escolha dos sistemas a serem priorizados, aplicando-se o uso de programação inteira para obter uma ótima solução para o problema de priorização. Ao final do trabalho é apresentado um estudo de caso ilustrando o uso do modelo, em que ele pode ser avaliado.

This work presents a model to optimize Information Systems (IS) organizational payoffs from new investments regarding the process of choosing which projects should be implemented. The paper starts with a wider process, which is IS planning, in which organizational strategic and other technical aspects are considered. To evaluate these aspects, an additive value function taken from another published model is used, which is subsequently adapted to take into account different situations that may occur during the choice process. These adaptations will include the use of integer programming to achieve an optimal solution for this prioritization problem. At the end of the paper, the adapted model will be demonstrated in a case study where it will be possible to observe the different situations that motivated this new model.

Este artigo apresenta os primeiros resultados obtidos com uma investigação sobre a exploração de Sistemas de Informação (SI) e Tecnologia da Informação (TI) em 37 (trinta e sete) empresas da Região Metropolitana do Recife (RMR), sendo estas em sua maioria empresas privadas, que atuam no ramo de serviço, com faturamento anual médio abaixo de R$ 500.000,00. Este estudo exploratório tem por objetivo familiarizar os pesquisadores com a realidade do uso de SI/TI nesta região e permitir a construção de hipóteses sobre o tema.

This article presents the first results obtained with an investigation about the exploration of Information Systems (IS) and Information Technology (IT) in 37 (thirty seven) companies of the Metropolitan Area of Recife (RMR), being these in your majority deprived companies, that they act in the service branch, with medium annual billing below R$ 500.000,00. This exploratory study has for objective to familiarize the researchers with the reality of the use of IS/IT in this area and to allow the construction of hypotheses about theme.

A busca por metodologias que apóiem o desenvolvimento de software tem sido uma preocupação constante. Identificar percepções dos envolvidos é relevante para a construção de software de qualidade. Nesse sentido, este trabalho apresenta um estudo voltado para a identificação da percepção que profissionais desenvolvedores e usuários de sistemas de informação apresentam acerca dos Sistemas de Apoio a Decisão. O levantamento dos dados foi executado contemplando associados à Sociedade de Usuários de Informática e de Telecomunicações (SUCESU) e à Sociedade para Promoção da Excelência do Software Brasileiro (SOFTEX) em Pernambuco. Na avaliação, foram aplicadas técnicas de análise descritiva e análise fatorial, considerando o contexto da atividade profissional dos participantes da pesquisa, o que permitiu identificar características de SAD consideradas relevantes para cada grupo avaliado. O resultado desta avaliação apresenta importantes fatores a serem considerados em metodologias voltadas para o desenvolvimento de SAD.

Adequate methodologies for supporting the development of software have been the object of much research. Identifying the perceptions of the people involved, both developers and users, is an important aspect of quality software construction. This paper presents a study aimed at identifying how information system developers and users perceive Decision Support Systems. The survey was carried out with subjects from the Society of Computer Science and Telecommunications Users (SUCESU) and the Society for the Promotion of Excellence in Brazilian Software (SOFTEX), in the state of Pernambuco, Brazil. The study contains both a descriptive and a factual data analysis with respect to the professional activity of the subject, in order to distinguish the most important characteristics of SAD in each group under study. The result of this evaluation is that the chief factors to be considered in methodologies directed at the development of SAD have been identified.

A informação vem auxiliando as organizações a alcançarem seus objetivos num ambiente de crescente concorrência, exigindo delas rapidez, flexibilidade e alta percepção. A abrangência cada vez maior do uso dos Sistemas de Apoio à Decisão (SAD) como suporte na solução de problemas tem como proposta o processamento de informação para reduzir a incerteza e resolver conflitos. Este artigo tem como objetivo fazer uma investigação sobre os SAD nas organizações brasileiras. Para tal, foi conduzida uma pesquisa exploratória e descritiva, sobre o assunto, foram utilizados questionários que investigaram os SAD nas empresas brasileiras e aspectos relevantes destes sistemas.

Information is supporting organizations to reach theirs objectives. Competition is increasing in organizational environment, requiring capability, flexibility and high perception. Decision Support Systems (DSS) are becoming greater as a tool for solution of problems, processing information to reduce uncertain in decision problems and deciding conflicts. The objective of this paper is reports a study about DSS in organizations. For such an empirical investigation of literature in DSS and an empirical research were done. Questionnaires had been used to investigate the relevant aspects of SAD in the Brazilian companies.

Este artigo apresenta um modelo de decisão multicritério para priorização de sistemas de informação com base no método PROMETHEE. O modelo apresenta uma ordenação de módulos de sistemas de informação a partir do estabelecimento de pesos e preferências sobre critérios pelo decisor. A abordagem pode ser aplicada num estágio de planejamento ou de gestão da informação. A modelagem de preferência do decisor incorpora atributos como: impacto dos fatores estratégicos e aspectos operacionais dos processos de negócio. Uma aplicação numérica ilustra o uso do modelo de decisão.

A decision modelling approach has been proposed to select modules of an information system (IS). This approach can be applied in a planning stage or in a management basis. The decision maker's preference indicates priorities. Preferences are modelled through PROMETHEE method, which deals with criteria such as: impact on strategic factors and operational aspects of processes. The paper includes the methodology and a case study with numerical results.
