A Ciência na Ciência Política brasileira

Resumo: Embora fundamental para sua identidade, não foram feitos estudos sistemáticos para identificar a concepção dominante de ciência na Ciência Política brasileira e, a partir dela, o grau de cientificidade da produção acadêmica. Essa lacuna torna-se tanto mais crítica quando se estabelece uma identidade profissional que incorpora uma concepção específica de ciência. Para suprir essa lacuna, o artigo emprega uma abordagem pragmatista para identificar a concepção dominante de ciência na Ciência Política brasileira e, a partir dela, reconstruir a cientificidade da disciplina. Para fazer isso, analisou-se a produção de 23 periódicos nacionais A1, A2 e B1 listados no Qualis de Ciência Política. Em primeiro lugar, verificou-se que o valor dos periódicos, medido com o Qualis, do fator de impacto e do vínculo com a Ciência Política, varia em função de uma concepção ortodoxa de ciência, composta por orientação empírica, natureza das evidências, uso de estatística, apresentação e teste de hipóteses, causalidade e orientação nomotética. Em segundo lugar, a partir dessa concepção de ciência, é analisada a cientificidade de periódicos, áreas temáticas, tradições e abordagens disciplinares. Por fim, discute-se alguns riscos desse estado de coisas: (i) ao entronizar-se uma concepção de ciência particular na identidade disciplinar e (ii) ao conjugar-se positivismo lógico e instituições políticas formais.
Abstract: Although fundamental to its identity, no systematic studies have been made to measure the dominant conception of science in Brazilian Political Science and, in turn, the scientific character of its academic production. This gap is even more critical when professional identities are established incorporating a specific conception of science. To address this gap, the article employs a pragmatist approach to identify the dominant conception of science in Brazilian Political Science and, with this conception in hand, to rebuild the scientific character of the discipline. To do this, we analyzed the production of 23 national journals of the A1, A2 and B1 strata, listed in the Qualis for Political Science. In the first place, we verified that the value of the journals (measured with the Qualis, the impact factor and the tie to Political Science) varies with respect to an orthodox conception of science (empirical orientation, the nature of the evidence, use of statistics, presentation and hypothesis testing, causality and nomothetic orientation). Then, with this conception in hand, we assess the scientific character of journals, thematic areas, approaches, and disciplinary traditions. Finally, we discuss some risks of this state of affairs: (i) to enthrone a specific conception of science in the disciplinary identity and (ii) to equate logical positivism with the study of formal political institutions.

Ação afirmativa na Índia e no Brasil: um estudo sobre a retórica acadêmica

Políticas de ação afirmativa têm sido aplicadas para resolver problemas sociais e políticos derivados da persistência de padrões sociais de desigualdade e discriminação em diversos países. Embora sejam comumente associadas aos Estados Unidos, as ações afirmativas foram aplicadas pioneiramente pela Índia, durante a década de 1950, quando a Constituição estabeleceu cotas nas legislaturas, no emprego público e no ensino superior para as Scheduled Castes eScheduled Tribes. O Brasil, por sua vez, começou a adotar cotas na admissão às universidades para pretos, pardos e pobres apenas em 2003. A despeito de suas trajetórias históricas distintas e das várias diferenças que caracterizam cada sociedade, os argumentos levantados por acadêmicos contra essas políticas nos dois países são idênticos ou análogos. Neste artigo, agrupamos esses argumentos em três grupos temáticos, a fim de demonstrar que eles podem ser ligados às teses conservadoras identificadas por Albert Hirschman como as do efeito perverso, da futilidade e da ameaça. Na conclusão, discutimos como esses argumentos, que são apresentados por seus autores como contribuições progressistas para o debate público, podem de fato obstruir a diminuição da discriminação e da exclusão social.
Affirmative action has been employed to solve problems derived from the persistence of inequality and discrimination in several countries. Although commonly associated with the United States, affirmative action was pioneered by India during the 1950s, when the constitution mandated reservations in legislatures, public employment and universities for Scheduled castes and Scheduled tribes. Brazil, on the contrary, adopted quotas in university admissions for blacks, browns and the poor only in 2003. Despite the differences between both countries, key arguments raised by its academics against affirmative action are identical or analogous. In this paper we group these arguments in three thematic clusters in order to demonstrate that they can be linked to the conservative theses Albert Hirschman identified as the perverse effect, futility, and jeopardy. In the conclusion we discuss how arguments which are presented as progressive contributions to the public debate might in fact stifle the mitigation of discrimination and social exclusion.

Resumo Um levantamento atualizado das plantas com sementes e análises relevantes acerca desta biodiversidade são apresentados. Este trabalho se iniciou em 2010 com a publicação do Catálogo de Plantas e Fungos e, desde então vem sendo atualizado por mais de 430 especialistas trabalhando online. O Brasil abriga atualmente 32.086 espécies nativas de Angiospermas e 23 espécies nativas de Gimnospermas e estes novos dados mostram um aumento de 3% da riqueza em relação a 2010. A Amazônia é o Domínio Fitogeográfico com o maior número de espécies de Gimnospermas, enquanto que a Floresta Atlântica possui a maior riqueza de Angiospermas. Houve um crescimento considerável no número de espécies e nas taxas de endemismo para a maioria dos Domínios (Caatinga, Cerrado, Floresta Atlântica, Pampa e Pantanal), com exceção da Amazônia que apresentou uma diminuição de 2,5% de endemicidade. Entretanto, a maior parte das plantas com sementes que ocorrem no Brasil (57,4%) é endêmica deste território. A proporção de formas de vida varia de acordo com os diferentes Domínios: árvores são mais expressivas na Amazônia e Floresta Atlântica do que nos outros biomas, ervas são dominantes no Pampa e as lianas apresentam riqueza expressiva na Amazônia, Floresta Atlântica e Pantanal. Este trabalho não só quantifica a biodiversidade brasileira, mas também indica as lacunas de conhecimento e o desafio a ser enfrentado para a conservação desta flora.
Abstract An updated inventory of Brazilian seed plants is presented and offers important insights into the country's biodiversity. This work started in 2010, with the publication of the Plants and Fungi Catalogue, and has been updated since by more than 430 specialists working online. Brazil is home to 32,086 native Angiosperms and 23 native Gymnosperms, showing an increase of 3% in its species richness in relation to 2010. The Amazon Rainforest is the richest Brazilian biome for Gymnosperms, while the Atlantic Rainforest is the richest one for Angiosperms. There was a considerable increment in the number of species and endemism rates for biomes, except for the Amazon that showed a decrease of 2.5% of recorded endemics. However, well over half of Brazillian seed plant species (57.4%) is endemic to this territory. The proportion of life-forms varies among different biomes: trees are more expressive in the Amazon and Atlantic Rainforest biomes while herbs predominate in the Pampa, and lianas are more expressive in the Amazon, Atlantic Rainforest, and Pantanal. This compilation serves not only to quantify Brazilian biodiversity, but also to highlight areas where there information is lacking and to provide a framework for the challenge faced in conserving Brazil's unique and diverse flora.

Contribuição a uma tipologia das formas de desrespeito: para além do modelo hegeliano-republicano

In this article we propose a new typology of forms of disrespect. Based on Axel Honneth’s critique of the Hegelian Republican treatment of the issue of recognition, we elaborate an alternative proposal, inspired by the notion of asymmetrical counter-concepts as proposed by Reinhart Koselleck. We identify three basic forms of disrespect as expressed through the use of language, pointing to the horizons of expectations and the practical consequences they generate. Finally, we examine the advantages presented by our typology as compared to that proposed by Honneth, amongst which the possibility of applying this analytical tool to identify forms of disrespect that transcend the borders of the nation-state.
Dans cet article, on propose une nouvelle typologie des formes d'irrespect. À partir de la critique du traitement hégélien et républicain dispensé par Axel Honneth à la question de la reconnaissance, on conçoit une alternative, suggérée par la notion de contre-conceptions asymétriques que propose Reinhart Koselleck. On peat y discerner trois formes fondamentales d’irrespect exprimées dans l'usage langagier, indiquant l’horizon des attentes et les conséquences pratiques qu'elles engendrent. Enfin, on compare les avantages de notre typologie par rapport à celle proposée par Honneth, parmi lesquelles la possibilité d’application de cet outil analytique dans l’identification de formes d’irrespect qui dépassent les limites étroites de l'État national.

Este artigo pretende mostrar que a análise da história da Ciência Política americana pode nos ajudar a pensar criticamente as Ciências Sociais no Brasil. A versão historiográfica dominante, representada por John Gunnell e outros, ignora o papel ideológico e antidemocrático que a Ciência Política behaviorista assumiu durante a Guerra Fria, enquanto histórias mais críticas são mantidas à margem da disciplina. Essa situação espelha o arranjo institucional da própria Ciência Política, que promove o isolamento da sub-área de teoria política das outras sub-áreas mais "científicas".
This article aims to show that the analysis of the history of American Political Science can help us think critically Social Sciences in Brazil. The dominating historyographic version, represented by John Gunnell and others, ignores the ideological and antidemocratic role that behaviorist Political Science assumed during the Cold War, while more critical historical approaches are kept on the margins of the discipline. This situation mirrors the institutional arrangement of Political Science itself, which promotes the isolation of the sub area of political theory from other more "scientific" sub areas.
Cet article tient à montrer que l'analyse de l'histoire de la Science Politique américaine peut nous aider à réfléchir critiquement sur les Sciences Sociales au Brésil. La version historiographique prioritaire, représentée par John Gunnell et d'autre, ne prend pas en compte le rôle idéologique et antidémocratique que la Science Politique behavioriste a joué pedant la Guerre Froide, alors que des histoires plus critiques sont tenues en marge dela discipline. Cette situation est le reflet de l'arrangement institutionnel de la Science Politique elle-même qui favorise l'isolement des sousfilières de théorie politique par rapport aux autres sousfilières à caractère plus «scientifique».
