Abstract Paper aims This paper aims to compare the results of the THOR2 Method, in comparison to the original THOR method, and to analyse possible rank changes between the methods, to support decision-making in the evolutionary process of waste recycling in Brazil. Originality ; Proposes a revision of the model for analysis of Waste Recycling, highlighting the vision of three decision makers individually, and later the integrated vision. Research method State of the art of the THOR and THOR2 methods, through an investigation in four databases and comparison using THORWeb. Main findings As a result of the disposal of plastic waste, reuse, mechanical recycling, chemical and incineration remained in the positions with the consumer as a decision maker. With the other decision makers there was only one significant change, where the landfill went from last to first position. Implications for theory and practice There was only one significant change when comparing methods.

ABSTRACT The Brazilian Navy (BN) has its combatant force concentrated in an area with only one exit to the sea. Nevertheless, Brazil has an extensive coast that needs to be patrolled and, in case of any kind of conflict, the BN must be able to defend the sovereignty and interests of the country. For this purpose, a robust and decentralized naval force is necessary, which allows the fulfillment of its mission. This paper aims to classify the most suitable cities in Brazil to be established as naval bases by applying the ELECTRE-MOr hybrid method. Seventeen cities were analyzed, which have an opening to the sea and a pre-existing minimum port structure. The alternatives were evaluated by specialists from the BN, with more than twenty years of active service, in the light of operational, economic and strategic criteria. As a result, five alternatives were classified as the most indicated headquarters for the decentralization of the naval power: Belém/PA, São Luis/MA, Fortaleza/CE, Recife/PE and Aratu/BA. This article presents relevance to academia and society, as it represents the application of a method in the state of the art to support the decision-making process in a significant problem for the sovereignty of Brazil, presenting a methodology that can be applied in issues of tactical, operational, strategic and political levels. ABSTRACT Military issues have great relevance worldwide since they affect the security and sovereignty of nations. In this context, the application of Multicriteria Decision Analysis (MCDA) methods is important because accurate decision-making is the deciding factor for success, which can reduce expenses and increase defense capacity. This paper aims to present a literature review on the main applications of MCDA in the military area, considering the tactical, operational and strategic spheres. The methodology includes a bibliometric study and literature review of documents from the Scopus and Web of Science databases. The bibliometric study identified the document type, language, year of publication, authors, author network, author’s publications, affiliation, keyword clusters, the field of knowledge, country and the main applied MCDA methods in military problems. The literature review allows us to verify that, as well as in other areas of knowledge, the Analytic Hierarchy Process (AHP) is the most applied MCDA method in the military area.

Abstract This research aims to identify and evaluate intangible assets in a universe of Information Technology (IT) projects among 173 IT professionals in Brazil. The selected research methods were the survey and a literature review, characterized by an exploratory, theoretical reflexive, qualitative and quantitative study. Some recurrent and new intangible assets in IT projects were identified and ratified by the survey’s results, expanding the initial list. Among the evaluated methods, none of them was totally adherent to the evaluation of intangible assets in IT projects. However, the relevance of using methods to evaluate intangible assets related to IT Projects and its benefits were also ratified in the Survey, which signals the need to develop further specific methods and tools for this purpose.

Resumen Esta investigación tiene como objetivo identificar y evaluar activos intangibles en un universo de proyectos de tecnología de la información (TI) con 173 profesionales de TI en Brasil. Los métodos de investigación seleccionados fueron la encuesta y la revisión de la literatura, caracterizados por un estudio exploratorio, teórico reflexivo, cualitativo y cuantitativo. Hay activos intangibles recurrentes y nuevos en proyectos de TI identificados y ratificados por los resultados de la encuesta, ampliando la lista inicial. Entre los métodos evaluados, ninguno de ellos era totalmente adherente a la evaluación de activos intangibles en proyectos de TI. Sin embargo, la relevancia del uso de métodos para evaluar los activos intangibles relacionados con los proyectos de TI y sus beneficios también se ratificó en la encuesta, lo que indica la necesidad de desarrollar métodos y herramientas específicos para este propósito.

Abstract Paper aims This paper aims to select the best helicopter to be acquired by the Brazilian Navy (BN), enabling greater logistical and combat capacity in marine operations. For this purpose, we applied the AHP-TOPSIS-2N, a hybrid multicriteria method composed by the Analytic Hierarchy Process (AHP), Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) and two normalization procedures (2N). Originality In this paper, a real military case study is conducted to support the decision-making process in BN, contributing to the better performance of the Brazilian Armed Forces. The application of the methodology resulted in two lists of ordering and prioritization of helicopters, providing transparency and simplicity to the decision-making process. Research method We analyzed six aircraft models, considering attack helicopters used by the Armed Forces of developed countries, in the light of their operational and tactical criteria. The selected helicopter would be employed in the fire support and reconnaissance, required by the Brazilian Marine Corps Amphibious Operations. Main findings After the application of the method, the AH-64E APACHE was chosen as the most suitable helicopter to be acquired by the Brazilian Navy. Implications for theory and practice This study brings valuable contribution to academia and society, since it represents the application of a Multi-criteria Decision Analysis (MCDA) method in the state of the art to contribute to the solution of a real problem of the BN. The methodology presented in this paper can notably be used to solve real problems of the most varied types – tactical, operational and strategic – thus being a very useful method for decision-making.

ABSTRACT This paper proposes a new ordinal method to rank alternatives with multiple criteria and decision makers (DMs). This is a decision group ordinal method called SAPEVO-M, an acronym for Simple Aggregation of Preferences Expressed by Ordinal Vectors Group Decision Making. SAPEVO-M method allows for the aggregation of DM preference rankings into a consensus ranking and expresses the DM degrees of importance in the form of a rank order. It was developed for dealing with purely ordinal criteria and it is also applicable to situations in which ordinal and cardinal criteria are intermixed. A free version of the method was made available on the internet.

Abstract Paper aims The paper proposes an enhancement to a focal company in the dairy supply chain, in order to support sustainable performance. Originality The authors conclude that previous life cycle assessment (LCA) studies did not recommend for dairy supply chain or use this approach to assess the environmental impacts in this chain. Research method A cradle-to-gate attributional life cycle assessment (LCA) study performed in a focal company and considering its transport and processing stages, and three scenarios were proposed as suitable. Main findings The impacts derive from energy use and transportation of feedstocks, and the use of cleaning products and certain types of packaging materials. A decrease of 46.5% of the impact in the photochemical oxidant formation category was achieved. Implications for theory and practice The results can identify the different impacts throughout the dairy chain associated with the main product’s life cycle, and the possibility of mitigating them.

RESUMO OBJETIVO: Aplicar o método multicritério THOR 2 para selecionar o navio de assistência hospitalar (NAsH) da Marinha do Brasil mais indicado para apoiar o combate à pandemia de covid-19. MÉTODOS: Para a estruturação e modelagem do problema, foram usados os três primeiros estágios da Soft Systems Methodology. Já para a avaliação e ordenação das alternativas, foi utilizado o método de análise multicritério Thor 2, comparando quatro classes de NAsH à luz de seus critérios operativos e hospitalares: “Dr. Montenegro”, “Soares Meirelles”, “Oswaldo Cruz” e “Tenente Maximiano”. O navio escolhido apoiaria o sistema hospitalar do Amazonas, que apresenta número cada vez maior de casos de covid-19. RESULTADOS: Após a aplicação dos métodos, foi possível analisar três cenários distintos de ordenação das alternativas, o que permitiu uma análise de sensibilidade robusta, conferindo maior transparência e confiabilidade ao processo decisório. O NAsH “Oswaldo Cruz” foi selecionado para ser empregado no combate à pandemia. CONCLUSÕES: Este trabalho traz valiosa contribuição para academia e sociedade, uma vez que representa a aplicação de um método de auxílio à decisão multicritério no estado da arte para contribuir com a solução de um problema real que afeta milhões de pessoas no Brasil e no mundo.

ABSTRACT This paper describes a plan to develop a prioritization model of efficiency indicators to evaluate the services provided by seaports to ships in terms ofeconomicity, quality, and reliability. The methodology adopted is applied research, using a case study carried out in a Brazilian seaport. The approach used as an intervention tool in the elaboration of the model is the Fuzzy-Analytical Hierarchy Process. The results suggest the prioritization of economicity over the other two criteria of reliability and quality.

RESUMEN: Este artículo propone estudiar los países de África, Asia y Oceania que hacen parte del ranking de indicadores de innovación de la Organización Mundial de la Propiedad Intelectual (OMPI), a través del uso de análisis de toma de decisiones multicriterio (MCDM) como soporte a la metodología aplicada por la OMPI. La metodología cuantitativa utilizada para este fin es la Técnica de Preferencia de Orden por Similitud a Solución Ideal (TOPSIS). Este trabajo incluye además una correlación de Pearson entre los indicadores. Los resultados permiten sugerir una novedad para la metodología de la OMPI que utiliza TOPSIS para la clasificación de países, contribuyendo así a mejorar la metodología de los indicadores de innovación por medio de la unificación de sus perspectivas y sus principios cualitativos y cuantitativos.

RÉSUMÉ: Cet article propose d'étudier les pays de l'Afrique, l'Asie et l'Océanie dans le classement des indicateurs de l'innovation de l'Organisation Mondiale de la Propriété Intellectuelle (OMPI) par l'utilisation de l'analyse décisionnelle multicritère (MCDM) comme support à la méthodologie appliquée par L'OMPI. La méthodologie quantitative utilisée à cette fin est la technique de préférence de l'ordre par similarité à la solution idéale (TOPSIS). Ce travail inclut également une corrélation de Pearson entre les indicateurs. Les résultats suggèrent une nouveauté pour la méthodologie de L'OMPI qui utilise la méthode TOPSIS pour la classification des pays, en contribuant ainsi à améliorer la méthodologie des indicateurs de l'innovation grâce à l'unification de leurs perspectives et de leurs principes qualitatifs et quantitatifs.

ABSTRACT: The purpose of this study is to study African, Asian and Oceanic countries in the World Intellectual Property Organization (WIPO) ranking of innovation indicators by means of Multicriteria Decision Making (MCDM) analysis, as a support to the methodology applied by WIPO. The quantitative methodology used is the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). This paper includes a Pearson's correlation between the indicators. Results suggest a novelty to WIPO'S methodology using Topsis as a support for ranking countries, contributing to improve the methodology of innovation indicators by joining their qualitative and quantitative perspectives and principles.

Resumo Embora existam muitas abordagens sobre a exposição ocupacional ao ruído, a análise da percepção individual do trabalhador e suas implicações sobre o seu comportamento constituem ainda um tema raramente abordado. Objetivando colaborar em minimizar esta lacuna, fez-se um levantamento do estado da arte das publicações que relacionam às variáveis que estariam associadas à exposição ao risco físico ruído no meio laboral com o uso do equipamento de proteção auditivo. Após, utilizou-se uma amostra de 278 trabalhadores industriais expostos a níveis de pressões sonoras superiores a 80 dB (A) para examinar a relação entre a percepção do ruído ocupacional e o uso do equipamento individual auditivo. A aplicação da técnica de análise fatorial a esses dados permitiu ainda quantificar efeitos diretos e indiretos de um conjunto de fatores sobre o uso do equipamento. Concluiu-se que a percepção da exposição ao risco do ruído pelos trabalhadores é um importante preditor sobre a decisão de uso do equipamento de proteção auditiva.

Abstract Although there are many approaches to occupational noise exposure, the analysis of individual perception of the worker and its implications on behavior is still a topic that is rarely addressed. A state-of-the-art survey of publications that relate the variables associated with exposure to physical risk of noise in the workplace with the use of hearing protection equipment is presented reducing this gap. After that, a sample of 278 industrial workers exposed to sound pressure levels above 80 dB (A) was collected to examine the relationship between the perception of occupational noise and the use of personal hearing equipment. By a statistical analysis of the identified variables, the direct and indirect effects of a set of factors affecting the use of the equipment were analyzed. Thus, the perception of noise exposure risk by workers is an important predictor of the use of hearing protection equipment.

ABSTRACT This paper aims to analyse the ordering of Technology Transfer Offices’ (TTO) positions regarding innovation indicators using multicriteria analysis as a tool. The purpose is to identify and analyse the TTOs’ strengths and weaknesses in a specific higher education institution in order to understand their performance via ranking, for obtaining revenues from intellectual property assets possibilities developed by them. The use of a methodology for the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), using two normalizing methods, was preceded by a treatment of this qualitative data with the Measuring Attractiveness by a Category Based Evaluation Technique (MACBETH). It is based on an applied questionnaire on TTO’s for recognizing the status of the technology transfer condition to developing nations, focusing on an approach to the institutionalization of TTO’s within a national context. The results of these technical applications bring together novel approaches to the processing of data using both methods to support multicultural decisions (using qualitative and quantitative data). These are initially arranged in different ways and present better analytical conditions in respect to the presented technological development. The first combination between TOPSIS and MACBETHS, with two normalized methods, and associated with a Pearson analysis between the criteria.

Resumo O modelo de negócio adotado por uma empresa deve ser alinhado à definição de estratégias operacionais, que concedam agilidade e flexibilidade necessárias aos suprimentos, à produção e à distribuição. A Resposta Rápida (Quick Response - QR) é uma estratégia operacional em crescimento nas indústrias e sua finalidade é reduzir o tempo despendido nas etapas de produção, para que seja possível desenvolver os produtos poucas semanas antes do período de venda. A QR é especialmente relevante para a estratégia de negócio denominada fast fashion, que exige giro de estoque elevado, inserção frequente de novos produtos nos pontos de venda, agilidade na cadeia de suprimentos (CS) e assertividade na identificação de tendências. O objetivo do artigo é identificar como essa estratégia pode ser operacionalizada via QR e gestão de estoques em dois estudos de caso na indústria de vestuário em Minas Gerais. O estudo adotou uma abordagem qualitativa, com documentação direta como técnica de pesquisa, o método de estudo de caso. Foi observado que uma empresa atua de acordo com a estratégia fast fashion, enquanto a outra – devido à falta de aplicação da QR e pouca eficiência na gestão dos estoques – não obteve sucesso na adoção dessa estratégia de negócios.

Abstract The business model adopted by a company must be aligned with definition of the operational strategies that provide agility and flexibility needed for supplies, production, and distribution. Quick Response (QR) is a growing operational strategy in industries, and is intended to reduce the time spent in production stages, so that products can be developed a few weeks prior to the sales period. QR is particularly relevant to a business strategy called fast fashion, which requires high inventory turnover ratio, regular insertion of new products on points of sale, supply chain agility (SCA), and assertiveness in identifying trends. The purpose of this study is to identify how this strategy can become operational via QR and inventory management in two case studies conducted in the apparel industry in the state of Minas Gerais, Brazil. This study adopted a qualitative approach with direct documentation as a research technique - the case study method. Results showed that one of the assessed companies operates according to the fast fashion strategy, whereas the other, due to lack of QR application and little efficiency in inventory management, was not successful in adopting this business strategy.

ABSTRACT Purpose: To identify the Internal Migration Theory application to the corporate governance subject in an autarchy. Originality/value: The originality of this paper lies in the geographically recognized Internal Migration Theory, which is also recognized within the anthropological-organizational context by an organizational culture in which moral harassment leads to constant movements of new servers in the probationary stage. Design/methodology/approach: The research uses a structured interview to collect empirical data. The review of the literature is restricted to Internal Migration Theory and corporate governance in the microcosm of its application by public institutions, regarding the treatment of moral harassment to servers in the probationary stage. Findings: The results suggest that the Internal Migration Theory can be included in corporate governance regarding the public servant request in the probationary stage movement. The creation of the probation evaluation committee for the incoming public servant has created transparency in bullying and server movement, contributing to corporate governance.
