Este artigo busca descrever e analisar as condições das ações institucionais investidas no processo de busca de melhoria da qualidade dos ensinos de Ciências e Matemática no Brasil, entre 1983 e 1997, a partir do Subprograma Educação para a Ciência (SPEC/PADCT). Este contou com o apoio da Coordenação e Aperfeiçoamento de Pessoal de Nível Superior (CAPES), do Ministério da Educação (MEC) e do Banco Mundial (BIRD) e seus principais objetivos foram melhorar e consolidar a competência pedagógica e técnico-nacional no âmbito de universidades e outras instituições, através de grupos considerados importantes na formação e implementação de políticas de incentivos à melhoria da qualidade dos ensinos fundamental e médio do país.

This work describes and analyzes an investigation into the conditions of the institutional investments in the search for improvement of the quality in the teaching of Sciences and Mathematics in Brazil, between 1983 and 1997, from the Educational Subprogram for Science (SPEC/PADCT). It counted with the support of the Coordination and Improvement of Personnel with Superior Level (CAPES), the Ministry of the Education (MEC) and the World Bank (BIRD), and its main objectives were to improve and to consolidate pedagogic and national technician competence in the university ambit of and other institutions through groups considered important in the fomentation and implementation of politics to incentivate the improvement in the quality of fundamental and medium teaching in the country.
