Abstract: Aerodromes protection zones are defined by plans that establish the limits that objects can project into airspace without affecting the safety and regularity of air operations. These plans are composed of a set of imaginary three-dimensional surfaces that impose restrictions on the use of properties within the protection zones. Our research problem is how to classify the risk of obstacles in aerodromes protection zones. In this paper, we propose a methodology to obtain an obstacle risk classification model. We defined the risk factors and applied a questionnaire to an expert in civil aviation. The obstacle risk classification model resulted from the specialist analysis and by applying the analytic hierarchy process (AHP) for multi-criteria decision analysis. The advantage of the AHP in studies that use specialists’ empiric knowledge for risk modeling is the treatment of uncertainties, and the use of tangibles and intangibles criteria. The results showed that the most significant influence on the risk of an obstacle is how much that obstacle protrudes the limiting surfaces, followed by the distance between the obstacle and the nearest airport runway threshold, the limiting surface in which the obstacle is, and the nature of the obstacle.

Resumo: Em mapas topográficos as curvas de nível e os pontos cotados representam a altitude e a declividade do terreno. A equidistância entre curvas de nível define o grau de detalhamento da representação do relevo. As feições geomorfológicas que se pode identificar nos mapas estão relacionadas com a generalização das curvas de nível. Neste trabalho, objetiva-se definir o nível de detalhamento necessário para a representação cartográfica das feições de relevo resultantes do processo de arenização. A metodologia compreende: definição das feições de relevo associadas à arenização na área de estudo por revisão bibliográfica; descrição do levantamento de dados por Aeronave Remotamente Pilotada (RPA) para a geração do ortofotomosaico e do Modelo Digital de Superfície (MDS); uso do MDS para a extração de curvas de nível em diferentes escalas. Foram definidas oito feições de relevo (forma denudacional de relevo, sulco, ravina, micro-relevo testemunho, duna, leque deposicional, canal de escoamento e voçoroca) para a representação cartográfica das curvas de nível nas escalas 1:5.000, 1:1.000, 1:500, 1:200 e 1:100. Os resultados mostraram as escalas nas quais as características geomorfológicas das feições do relevo são melhor representadas por curvas de nível. Como não há referências sobre escalas básicas para a representação cartográfica das formas de relevo relacionadas ao processo de arenização, esse estudo pode contribuir para as pesquisas geomorfológicas em áreas onde esse processo ocorre.

Abstract: In topographic maps, contour lines and elevation points usually represent the variation of height and slope. Contour lines interval defines the level of detail for relief representation. Geomorphological features we can identify on maps are related to contour lines generalization. In this study, we aim to define the necessary level of detail for the cartographic representation of relief features from the sandyzation process. The methodology comprises: defining the relief features associated with sandyzation at the study area by literature review; describing the aspects of data survey using Remotely Piloted Aircraft (RPA) to generate the orthophoto mosaic and the Digital Surface Model (DSM); and using the DSM to extract contour lines at different scales. We defined eight relief features (denudational landform, rill, ravine, micro-residual hill, dune, depositional fan, concentrated flow, and gully) for contour cartographic representation at 1:5,000, 1:1,000, 1:500, 1:200, and 1:100 scales. The results show the scales in which the relief features have their geomorphological characteristics better represented by contours lines. Since there is no reference for suitable scales for the cartographic representation of landforms related to the sandyzation process, this study can contribute to geomorphological researches in areas where this process occurs.

Abstract: Aerodromes protection zones are defined by plans that are determined by three-dimensional (3D) limiting surfaces, which establish the airspace that must remain clear of obstacles, imposing some restrictions on land use. The objective of this paper is to generate 3D models of the surrounding area of Salgado Filho International Airport, considering the constructive altimetric limit established in the Aerodrome Protection Zone Basic Plan (PBZPA), to identify and quantify obstacles related to plots (urban land parcels) and buildings. The adopted methodology includes the analysis and selection of geospatial data, data modeling and performing spatial analysis on the generated 3D models. The results showed that out of a total of 106,838 plots, covering an area of 69.68 km², 4,826 plots (4.52%) exceeded the limiting surface and 1,054 plots (0.99%) represent critical areas where constructions may not be allowed. And, out of a total of 200,573 buildings, 26,418 of them (13.17%) exceeded the limit imposed by PBZPA’s. Also, the methodology is valid for detecting and quantifying critical areas concerning the constructive viability of the plots, affected areas regarding the height of the plots and buildings, and for identifying obstacles to aerodromes according to their respective airspace laws.

Resumo Em 2013 e 2014, um levantamento cinemático baseado em Sistemas Globais de Navegação por Satélite (GNSS) foi realizado no sul do Rio Grande de Sul (Brasil) e oeste do Uruguai, na região da Bacia Hidrográfica da Lagoa Mirim, uma bacia transfronteiriça com 58205 Km2 de área, durante o qual foram coletados 275916 pontos com coordenadas tridimensionais. O objetivo deste trabalho é primeiramente apresentar a metodologia e, em seguida, os resultados das análises realizadas para validação da acurácia vertical do MDE SRTM através de levantamento cinemático GNSS na região da Bacia Hidrográfica da Lagoa Mirim. O conjunto de dados do levantamento cinemático GNSS foi pós-processado com o método de posicionamento por ponto preciso (PPP) e a altitude elipsoidal foi convertida para altitude ortométrica através do programa INTPT geoid. Como o estudo envolve dois países, houve a necessidade do uso de um modelo global para a conversão da altitude, o EGM96. Os resultados demonstram que os erros verticais médios absolutos do MDE SRTM variam de 0,07m a ± 9,9m, com média igual a -0,28m, o que é melhor que o valor da precisão padrão indicada em sua especificação técnica, que é ±16m, e valida o MDE SRTM.

Abstract Between 2013 and 2014, a kinematic positioning based on the Global Navigation Satellite System (GNSS) was carried out for this research work. This GNSS survey resulted in 275916 points with tridimensional coordinates in the cross-border basin area of 58205 km2 called Mirim Lagoon Hydrographic Basin, located in south of Rio Grande do Sul (Brazil) and west of Uruguay. This study aims at showing the methodology firstly and, furthermore, results regarding the validation of the vertical accuracy of the DEM SRTM through kinematic positioning by GNSS, in the Mirim Lagoon Hydrographic Basin region. Also, the GNSS surveying data was post-processed with the Precise Point Positioning (PPP) method, and the ellipsoidal height was converted into orthometric height through the software INTPT geoid. During this study, the geopotential model (EGM96) was used to transform altitude differences between two countries, Brazil and Uruguay. Results showed that the vertical mean absolute error of the DEM SRTM vary from 0.07 m to ± 9.9m with average of -0.28m. This vertical accuracy is better than the absolute vertical accuracy value of ±16m published in the SRTM data specification and validates the DEM SRTM.

Este trabalho é parte de uma pesquisa sobre Infraestrutura de Dados Espaciais (IDE). Com o objetivo de evitar a duplicidade de ações e o desperdício de recursos na obtenção de dados geoespaciais, o Governo Brasileiro iniciou, em 2003, estudos sistemáticos com o objetivo de integrar e padronizar os dados espaciais produzidos por diferentes instituições federais. O Decreto 6.666, aprovado em 27 de novembro de 2008, estabeleceu a Infraestrutura Nacional de Dados Espaciais (INDE). A padronização da estrutura de dados espaciais e de metadados proposta pela INDE atende as escalas padrão de 1:25.000, 1:50.000, 1:100.000, 1:250.000 e 1:100.0000 da Cartografia Sistemática Brasileira. O mapeamento topográfico em escalas maiores que 1:25.000, no entanto, ainda carece de uma legislação em âmbito federal para sua normatização. A adoção das normas e padrões propostos pela INDE para projetos cartográficos em escalas grandes significa um avanço nesse sentido e atende à recomendação do Plano de Ação da INDE. Ao considerar a importância dos dados espaciais em escalas grandes para os diferentes setores da sociedade brasileira que utilizam informação espacial, o principal objetivo dessa pesquisa é analisar a aplicabilidade das normas e padrões de dados e de metadados propostos pela INDE, para o mapeamento topográfico em escalas grandes. A metodologia de trabalho adotada compreende o levantamento e a análise das feições mapeadas, a definição da relação destas feições com as categorias, classes, subclasses e atributos de objetos, de acordo com os padrões da INDE, a implementação da base de dados espaciais e a associação dos metadados, para uma área piloto na escala 1:2.000. Os dados utilizados no desenvolvimento deste trabalho referem-se a 123 cartas topográficas na escala 1:2.000. Com os resultados obtidos, verifica-se que as feições representadas em cartas de escalas grandes, como no caso desta pesquisa, podem ser estruturadas de acordo com o modelo de dados e o padrão de metadados propostos na INDE, o que confirma sua aplicabilidade para escalas grandes. Pelo maior grau de detalhamento, inerente à representação de feições na escala 1:2.000, novas classes, novos atributos e novos domínios de atributo foram criados.

This paper is part of a research on Spatial Data Infrastructure (SDI). In order to prevent duplication of effort and expense in acquiring spatial data, the Brazilian Government started systematic studies aiming at the integration and standardization of spatial data produced by various federal institutions in 2003. The Decree 6.666, which was approved on November 27th 2008, set up the National Spatial Data Infrastructure (INDE). This decree is mandatory for National Government institutions, but not for the other producers of spatial data. The standardization of spatial data and metadata proposed by INDE meets the standard scales covered by the Brazilian Mapping System, and this official mapping system represents the national territory by a series of adjacent and homogenous quadrangle maps at the standard scales 1:25.000, 1:500.00, 1:100.000, 1:25.0000 and 1:1000000, topographic mapping at scales larger than 1:25.000 still demands a normalization. The use of spatial data and metadata rules promoted by INDE for cartographic design on large scales represents a step forward in this direction and is in line with the INDE Action Plan recommendation. Considering the importance of large-scale data for the different segments of Brazilian society that use spatial information, our main research goal is to analyze the applicability of spatial data and metadata standards proposed by the INDE for large-scale topographic maps. In order to perform the intended analyzes, we established some procedures that entails the mapped features analysis, to define their types and representation; the relation of these features with the categories, classes, sub-classes and attributes of objects, according to with the INDE standards; the implementation of a spatial database and the association of metadata. The data used in the development of this paper refer to 123 topographic maps at scale 1:2000. The results confirm the applicability of spatial data and metadata standards proposed by INDE for large-scale data. However, due to the levels of detail inherent to 1:2.000 representations, some adjustments were necessary. Consequently new classes, attributes and attribute domains were created.
