RESUMO Este artigo tem como objetivo problematizar a prática dos intérpretes de língua de sinais - línguas orais nos anos iniciais de escolarização e discutir as implicações da presença deste profissional para os processos de assimilação da língua de sinais pelos alunos surdos e para seus processos de aprendizagem escolar. Conclui-se que, por meio destes profissionais, além de ser mantida a reprodução ideológica que privilegia grupos de poder político, linguístico, social e cultural, uma nova relação de poder tem sido estabelecida no interior da escola, contribuindo para a exclusão educacional dos surdos. Torna-se assim premente uma ressignificação do conceito de inclusão, distanciando-se daquele que o reduz aos espaços escolares, para um sentido mais amplo, que assegure o reconhecimento social, cultural e linguístico das pessoas surdas em todas as esferas sociais.

ABSTRACT This article aims to question the practice of sign language - oral language interpreters in the first school years and to discuss the implications of the presence of this professional in the process of sign language assimilation by deaf students and their learning process. We conclude that, through these professionals, besides the maintenance of the ideological reproduction that privileges groups of economic, political, linguistic, social, and cultural power, a new power relation is established within the school, contributing to the exclusion of deaf people from education. It is mandatory that we re-signify the concept of inclusion, distancing it from that which is restricted to school spaces in order to assign it an extensive meaning that ensures the social, cultural and linguistic recognition of deaf people in all social spheres.

RESUMO: Desde 2005, a presença de Tradutores e Intérpretes de Libras tornou-se obrigatória nos espaços escolares que possuem alunos surdos matriculados. No entanto, até hoje, esse cargo não foi criado pelo estado de São Paulo e essa função tem sido exercida pelo então denominado Professor Interlocutor (PI). Este artigo descreve uma pesquisa documental que teve como objetivo analisar as Resoluções da Secretaria Estadual de Educação de São Paulo relativas à formação e à contratação desse profissional. Os resultados permitem afirmar que os dispositivos legais estaduais demonstram desconhecimento sobre a complexidade que envolve as atividades do PIs e, como consequência, mantém-se omissa às especificidades linguísticas, culturais e educacionais dos surdos, excluindo-os, dessa forma, do acesso à educação.

ABSTRACT: Since 2005, the presence of Brazilian Sign Language Translators and Interpreters has become compulsory in school spaces where deaf students are enrolled. However, until now, this post has not been created by the State of São Paulo and this job position has been fulfilled by the so called Interlocutor Teacher (IT). This paper describes a documentary research, whose objective was to analyze the Resolutions of the State Department for Education of São Paulo regarding the education and hiring of this professional. The results allow us to affirm that the state legal provisions demonstrate a lack of knowledge about the complexity involved in the activity of ITs, and, as a consequence, it remains silent to the linguistic, cultural and educational specificities of the deaf students, excluding them from access to education.

Resumo As décadas de 1990 e 2000 foram marcadas pela publicação de diversos documentos internacionais e nacionais que influenciaram as atuais políticas educacionais de nosso país. Por meio delas, foi instituído um novo olhar para educação especial, que deixou de ser pensada de forma paralela ao sistema comum e passou a integrar a proposta pedagógica da escola regular. Como consequência, a formação de professores para a educação básica também precisou ser revista. Neste contexto, o presente trabalho teve como objetivo compreender como a formação de professores para a educação de surdos foi discutida em teses e dissertações no período de 1995 a 2014. Constitui-se, portanto, em uma pesquisa bibliográfica que adotou, como procedimento metodológico, a Revisão Sistemática da Literatura. Para o acesso aos trabalhos, foi realizada uma busca online nas bibliotecas de Programas de Pós-graduação em Educação, avaliados pelas CAPES com conceito igual ou superior a cinco. Foram encontradas 35 pesquisas, escritas entre os anos de 2009 e 2014. A análise dos estudos apontou para a discussão e reflexão de dois grandes períodos: do que trata das extintas habilitações específicas em Educação de Deficientes da Audiocomunicação e do que discute uma nova configuração de formação do professor, regente e especialista. Conclui-se que, para a maioria dos estudos, as especificidades da educação de surdos não têm sido contempladas na formação inicial, ao restringir a formação do professor à disciplina Libras. Esta realidade tem demandado dos professores a busca por formação continuada, foco da maioria das pesquisas.

Abstract The 1990s and 2000s were marked by the publication of several international and national documents that influenced the current educational policies of our country. Through them, a new look for special education was instituted, which ceased to be thought in parallel with the common system and began to integrate the pedagogical proposal of the regular school. As a consequence, teacher training for basic education also needed to be reviewed. In this context, the present study aimed to understand how teacher training for the education of the deaf was discussed in theses and dissertations from 1995 to 2014. It is therefore a bibliographical research that adopted, as a methodological procedure, the Systematic Review of Literature. For access to the works, an online search was carried out in the libraries of Postgraduate Education Programs, evaluated by CAPES with a concept equal to or greater than five. Thirty-five research papers written between the years of 2009 and 2014 were found. The analysis of the studies pointed to the discussion and reflection of two major periods: of what deals with the extinct specific qualifications in Education of the Deficient of the Audio communication and what discusses a new configuration teacher training, regent and specialist. It is concluded that, for most studies, the specificities of the education of the deaf have not been contemplated in the initial formation, by restricting the teacher's formation to the discipline Libras. This reality has demanded from the teachers the search for continuing education, the focus of most research.

Resumen Las décadas de 1990 y 2000 fueran marcadas por la publicación de diversos documentos internacionales y nacionales que influenciaron las actuales políticas educacionales de nuestro país. Por intermedio de ellas, se instituyó una nueva mirada a la educación especial, que dejó de ser pensada de forma paralela al sistema común y pasó a integrar la propuesta pedagógica de la escuela regular. Como consecuencia, la formación de profesores para la educación básica también necesitó ser revisada. En este contexto, el presente estudio tuvo como objetivo comprender como la formación de profesores para la educación de sordos fue discutida en tesis de maestría y de doctorado en el período de 1995 a 2014. Se constituye, por lo tanto, en una investigación bibliográfica que adoptó, como procedimiento metodológico, la Revisión Sistemática de la Literatura. Para el acceso a los estudios, se realizó una búsqueda online en las bibliotecas de Programas de Pos graduación en Educación, evaluados por las CAPES con concepto igual o superior a cinco. Se encontró 35 estudios, escritos entre los años de 2009 y 2014. El análisis de los estudios apuntó para la discusión y reflexión de dos grandes períodos: de lo que trata de las extintas habilitaciones específicas en Educación de Deficientes del Audio comunicación y de lo que discute una nueva configuración de formación del profesor, regente y especialista. Se concluye que, para la mayor parte de los estudios, las especificidades de la educación de sordos no han sido contempladas en la formación inicial, al restringir la formación del profesor a la asignatura Libras. Esta realidad ha demandado de los profesores la búsqueda por formación continuada, enfoque de la mayorparte de las investigaciones.

Abstract This paper intends to deconstruct the long held idea of the visual character of the Deaf. This idea trivializes, in general, the relationships the Deaf establish with the world around them and comes from the perspective of the disability. In the realm of education, this trivialization could lead to the conception that the visual character of the Deaf can and must be pedagogically constructed. The Deaf organize the linguistic and enunciative world in the visual arena and so we can consider that the visual character of the Deaf is not something external, but built in their subjectivity and the way they organize reality. We will show that the relationship of the Deaf with the visual experience takes new meaning when we think that their language runs through the visual channel which entails peculiarities to their linguistic and discourse experience.

Resumen Este trabajo pretende deconstruir la concepción, largamente extendida del carácter visual de los sordos. Esta concepción supone, en general, una banalización de las relaciones que los sordos establecen con el mundo circundante y se nutre de una perspectiva discapacitológica de la sordera. En el caso de la educación, esta banalización llevaría a la idea de que el carácter visual de los sordos puede y debe ser construido pedagógicamente. Nosotros mostraremos que la relación de los sordos con lo visual cobra particular sentido cuando pensamos que la lengua del grupo discurre por el canal visual y que eso confiere particularidades a su experiencia lingüística y discursiva. Los sordos organizan el mundo lingüístico y enunciativo en el plano visual y, desde esa perspectiva, se puede considerar que el carácter visual de los sordos no les es externo, sino constitutivo de su subjetividad y de la forma en que organizan la realidad.

Este artigo, construído à luz das obras de Bakhtin, tem como objetivo discutir algumas especificidades das práticas de letramento de surdos, considerando que elas são constituídas a partir de práticas sociais de linguagem que envolvem duas línguas - Libras e português, línguas que compartilham o mesmo espaço/tempo nas diferentes esferas de atividade e que possuem forças socioculturais e ideológicas assimétricas. Essa particularidade linguístico-discursiva determina que práticas de letramento em ambas as línguas sejam postas em relação, estabelecendo, no interior delas, um diálogo (nem sempre pacífico) entre línguas/culturas. Considerando esses pressupostos, será apresentada uma proposta educacional na qual os alunos, a partir da vivência da Libras em sua dimensão discursiva/genérica, têm desenvolvido práticas de letramento nas duas línguas. Embora ainda inicial, acredita-se que este processo possa vir a (re)significar e transformar a relação histórica que tem constituído o diálogo que as comunidades surdas têm estabelecido com a língua portuguesa.

This paper, written in the light of Bakhtin's work, aims to discuss some specificities of literacy practices for deaf people, since they are constituted on the basis of social practices involving the two languages - Brazilian Sign Language (LIBRAS) and Portuguese. These languages share the same space/time in different spheres of activities and have asymmetric social-cultural and ideological forces. This linguistic-discursive feature relates literacy practices in both languages by establishing, within them, a dialogue (not always peaceful) between languages/cultures. Based on these assumptions, an educational proposal will be presented in which students have developed literacy practices in both languages using their experience in Libras in its discursive/generic dimension. Although still in an early stage, this process might (re)signify and change the historical relationship that has been constituting the dialogue that deaf communities have established with Portuguese.

Este artigo foi desenvolvido com o objetivo de desvendar os diferentes sentidos de educação bilíngue e de inclusão na Política Nacional de Educação Especial na Perspectiva da Educação Inclusiva e no Decreto nº 5.626/05 à luz da teoria discursivo-enunciativa de Bakhtin. Enquanto a Política de Educação Especial defende a inclusão dos alunos surdos no sistema regular de ensino, as comunidades surdas e pesquisadores da área, considerando a diferença linguística desse grupo social e o disposto no Decreto nº 5.626/05, advogam que a educação de surdos constitui-se como um campo específico do conhecimento, distanciando-se da educação especial. Observou-se que o Decreto compreende educação bilíngue para surdos como uma questão social que envolve a língua brasileira de sinais (Libras) e a língua portuguesa, em uma relação intrínseca com os aspectos culturais determinantes e determinados por cada língua; a Política, por sua vez, reduz educação bilíngue à presença de duas línguas no interior da escola sem propiciar que cada uma assuma seu lugar de pertinência para os grupos que as utilizam, mantendo a hegemonia do português nos processos educacionais. Tal concepção limita a transformação proposta para a educação de surdos apenas ao plano discursivo e restringe a inclusão à escola, impossibilitando uma ampliação desse conceito a todas as esferas sociais, conforme defendido pelo Decreto. Essa diferença entre os sentidos dos conceitos de educação bilíngue e de inclusão nos dois documentos tem alimentado velhas tensões e inviabilizado o diálogo entre as proposições da Política de Educação Especial e do Decreto nº 5.626/05.

This article has been developed in order to unravel the different senses of bilingual and inclusive education in the National Policy on Special Education in the Perspective of Inclusive Education and Decree 5.626/05 in the light of Bakhtin's theory of discourse and enunciation. On the one hand, the Special Education Policy advocates the inclusion of deaf students in the regular school system. On the other hand, considering the linguistic difference of this social group and the provisions of Decree No. 5.626/05, deaf communities and researchers in the field advocate that the education of the deaf is a specific field of knowledge, distancing it from special education. It has been observed that the Decree understands bilingual education for the deaf as a social issue that involves the Brazilian Sign Language (Libras) and the Portuguese language in an intrinsic relation with the cultural aspects determining and determined by each language. The Policy, in turn, reduces bilingual education to the presence of two languages within the school, without providing that each one assumes its role of relevance to the groups that use them, keeping the Portuguese hegemony in the educational processes. Such conception limits the transformation proposed for the education of the deaf only to the discursive level and restricts the inclusion to school, preventing an extension of this concept to all social spheres, as stated in the decree. This difference between the senses of the concepts of bilingual and inclusive education in the two documents has fueled old tensions and rendered unviable the dialogue between the propositions of the Special Education Policy and those of Decree No. 5.626/05.

Este trabalho discute aspectos constitutivos da(s) subjetividade(s) de um grupo de surdos adultos, a partir do desenvolvimento de oficinas bilíngües de leitura. A partir de interações discursivas em Língua Brasileira de Sinais (LIBRAS), tal espaço possibilitou uma transformação dos lugares sociais assumidos pelos sujeitos, ao permitir o estabelecimento de diálogos entre histórias de vida e entre as diversas relações sociais construídas em e pelo grupo. Considerando que a subjetividade é sempre relativa, determinada pelos diversos olhares dos outros e construída em lugares e em tempos sócio-ideológicos distintos; um evento plural, marcado discursivamente, no qual o eu se completa dialogicamente na(s) relação(ões) com o(s) outro(s), as discussões realizadas neste estudo apontam para a necessidade de um repensar dos espaços educacionais como lócus de interações discursivas e, portanto, de transformação e de constituição dos sujeitos.

Based on the realization of bilingual reading workshops, this work discusses some aspects that constitute the subjectivity(ies) of a group of adult deaf. Grounded on discursive interactions in Brazilian sign language (LIBRAS), such space allowed a transformation of the social places assumed by the subjects because it permitted the establishment of dialogs between life stories and the different social relationships constructed within and by the group. Assuming that subjectivity is always relative, determined by the various looks of the others and constructed in distinct social-ideological places and times, and that it constitutes a plural event discursively marked, in which the self completes itself dialogically in its relationship(s) to the others, the discussions presented in this study highlight the need to rethink the educational spaces as loci of discursive interactions and thus of transformation and constitution of the subjects.

A história da educação dos surdos é marcada por conflitos e controvérsias. Observa-se, porém, que embora as discussões realizadas nos últimos cinco séculos façam referência à educação, as questões próprias das esferas educacionais nunca foram enfatizadas. Ou seja, os métodos de ensino e as práticas realizadas foram submetidos ao fator lingüístico e abordados com o objetivo de descrever e sustentar a defesa pelo desenvolvimento da língua oral ou de sinais. Neste artigo, serão tecidas discussões, à luz da teoria de Bakhtin, considerando-se os principais fatos ocorridos na história da educação dos surdos no decorrer dos séculos. Serão explicitadas as diversas ideologias que perpassaram os discursos sobre a surdez; o embate histórico entre a língua brasileira de sinais (LIBRAS) e o português, enfocando-se os processos determinantes do desincentivo do uso da LIBRAS, por mais de um século, no processo educacional dos surdos; e apontados os reflexos dessa história nos dias atuais em nosso país. Ao final, será feita uma breve exposição de uma pesquisa, realizada pela autora deste artigo, que aponta para processos indicativos para que uma transformação da educação de e para surdos seja realizada, principalmente no que se refere ao desenvolvimento dos sujeitos como leitores, dando subsídios, assim, para que novas pesquisas, na esfera educacional, sejam delineadas.

The history of the education of deaf people is marked by conflict and controversy. It is observed that although the discussions carried out in the last five centuries make reference to education, the questions related to the educational sphere itself have never been emphasized. In other words, the teaching methods and the practices were subjected to the linguistic factor and approached with the purpose of describing and sustaining the defense of the development of oral or sign language. In the present article discussions shall be made from the viewpoint of Bakhtin's theory, considering the main facts occurred in the history of the education of deaf people throughout the centuries. The various ideologies that have permeated the discourses about deafness will be explained, as will the historical struggle between the Brazilian sign language (LIBRAS) and the Portuguese language, focusing on the processes determining the lack of incentive, for more than a century, to the use of LIBRAS in the educational processes of deaf people. The consequences of this history for our current reality will be pointed out. Lastly, a brief exposition of a research carried out by the author will be made, pointing to processes that suggest that a transformation of the education of and by deaf people should be made, particularly with regard to the development of the subjects as readers, giving elements to the definition of new studies in the educational sphere.

Este artigo refere-se a um estudo inicial dos processos discursivos da língua brasileira de sinais (LIBRAS), no gênero contos de fadas, à luz da teoria enunciativa de Bakhtin. As análises realizadas, embora iniciais, apontaram alguns aspectos discursivos relevantes sobre a LIBRAS, principalmente no que se refere à dinâmica interdiscursiva que a constitui, ou seja, à compreensão de como as diferentes vozes presentes nos textos são construídas, como elas se diferenciam quanto aos aspectos composicionais, como assimilam o discurso do outro e como se inter-relacionam entre si e com o todo textual para o tratamento do tema.

This article refers to an initial study of the discoursive processes of the Brazilian Sign Language (LIBRAS) in the fairy tales genre under the light of the enunciative theory of Bakhtin. Current analysis data, although in its early stages, pointed out some relevant discoursive aspects about LIBRAS, mainly those related to the constitution of its interdiscursive dynamic. It refers to the understanding of how the different voices present in the text are built, how they differ in their compositional aspects, how they assimilate the discourse of other, and how they interrelate to each other and to the full context regarding the approach of the theme.
