Abstract The present study analyzes the limits of regionalism in achieving SDG 8, with a focus on the Mexican reality. It is based on the hypothesis that the role of the national government is decisive for incorporation of the Agenda 2030 in cases of regionalism based on an intergovernmental dynamic. We argue that NAFTA had a limited impact on improving working conditions in Mexico, as it only affected export-oriented regions and sectors. Since 2019 there has been an increase in the minimum wage, which can be explained not only by enforcing the USMCA, but also by a compatibility between internal and external agendas. Therefore, the case of Mexico allows us to affirm that the national government was decisive for the incorporation of the Agenda 2030 in the context of intergovernmental agreements.

Abstract: The article analyses the preference formation of Brazilian legislators in the deliberation of international agreements, through a case study about the Protocol of Accession of Venezuela to Mercosur. We hypothesize that the motivation of Brazilian congresspeople (and of the government itself) are based on immediate interests rather than long term ones. The aim is to contribute with the debate about the role of the National Congress in the decision-making process of foreign policy, verifying that the Legislative seeks to have larger participation in this topic, as an instrument to redistribute the powers at the domestic level.

Resumen: El artículo analiza la formación de preferencias de los parlamentarios brasileños en la deliberación de actos internacionales, por medio de un estudio de caso respecto del Protocolo de Adhesión de Venezuela al Mercosur. Trabajamos como hipótesis del artículo que las motivaciones de los congresistas brasileños (y del propio gobierno) se fundamentaron en intereses más inmediatos que de largo plazo. El objetivo es contribuir al debate sobre el rol del Congreso Nacional en el proceso decisorio de política exterior, verificando que el Legislativo busca tener mayor participación en este tema, como forma de redistribuir los poderes en el nivel doméstico.

RÉSUMÉ : Le début de la deuxième décennie du XXIe siècle a représenté des reculs dans les élans régionalistes latino-américains et a été marqué par le démantèlement de l’Unasur, la paralysie de l’ALBA et des problèmes à Celac et Mercosur. Une grande partie des études sur le sujet soulignent les tensions dans ces mécanismes régionaux en raison de multiples facteurs conjoncturels, tels que la mort du président vénézuélien Hugo Chávez, l’augmentation progressive du clivage politique au Brésil et en Argentine, notamment à partir de l’impeachment brésilien et du « virage à droite » dans la région, ainsi que de l’expansion de la présence d’acteurs extra-régionaux comme la Chine et les États-Unis. À partir d’une analyse procédurale et institutionnelle, cet article discute de la manière dont les institutions régionales sud-américaines ont réagi aux périodes de crise actuelles. Il est avancé que le démantèlement de l’Unasur n’est pas simplement le résultat des changements systémiques de la période, mais est le reflet de la trajectoire institutionnelle latino-américaine et de ses antécédents critiques. Aussi, il est conclu que le contexte historique peut être l’opportunité qui stimule la désintégration latino-américaine, mais pas sa cause.

ABSTRACT: The beginning of the second decade of the 21st century brought with it setbacks to the drive for Latin American regional unity, marked by the dismantling of Unasur, the paralysis of ALBA and problems with Celac and Mercosur. Many studies on the topic point to greater tensions in these regional mechanisms as a result of various circumstantial factors such as the death of the Venezuelan President Hugo Chávez, the increasing polarization of politics in Brazil and Argentina (especially since the impeachment of Dilma Rousseff), the “Right Turn” taken by the region, and the expanding presence of extra-regional actors such as China and the United States. With a process-based and institutional analysis, this article discusses how South American regional institutions reacted to the current periods of crisis. It argues that the dismantling of Unasur is not simply a result of the systemic changes undergone in this period, but a reflection of the Latin American institutional direction of travel and its critical antecedents. It concludes that the historical context might be the opportunity that gave rise to this process of disintegration, but not its cause.

RESUMEN: El inicio de la segunda década del siglo XXI representó retrocesos en los impulsos regionalistas latinoamericanos y estuvo marcado por el desmantelamiento de Unasur, la parálisis de ALBA y problemas en la Celac y en el Mercosur. Gran parte de los estudios sobre el tema apuntan las tensiones en estos mecanismos regionales como resultado de múltiples factores coyunturales, como la muerte del presidente venezolano Hugo Chávez, el aumento gradual de la grieta política en Brasil y Argentina, especialmente a partir del impeachment brasileño y el “giro a la derecha” en la región, así como la ampliación de la presencia de actores extrarregionales como China y Estados Unidos. A partir de un análisis procesual e institucional, este artículo discute cómo las instituciones regionales sudamericanas reaccionaron a los periodos de crisis actuales. Se argumenta que el desmantelamiento de Unasur no es simplemente resultado de los cambios sistémicos del periodo, sino que es un reflejo de la trayectoria institucional latinoamericana y de sus antecedentes críticos. A su vez, se concluye que el contexto histórico puede ser la oportunidad que estimula la desintegración latinoamericana, pero no su causa.

Resumo: Este artigo tem como objetivo demonstrar que as mudanças realizadas por Donald Trump na política migratória dos Estados Unidos foram conduzidas a partir da retórica da ameaça, com o propósito de securitizar a imigração. Partindo do binômio “eu-outro” para analisar discursos e ações unilaterais do Executivo, empregamos o método da Análise Crítica do Discurso (ACD) para identificar as estratégias discursivas que mobilizaram o debate “nós contra eles”. Em consonância com os pressupostos teóricos da Escola de Copenhague, argumentamos que Trump construiu um movimento de securitização da política migratória ao empregar uma narrativa em que latino-americanos e muçulmanos representam uma ameaça aos norte-americanos e aos Estados Unidos. Entretanto, concluímos que esse movimento foi incompleto, na medida em que não engendrou legitimação perante a maior parte da opinião pública, encontrou resistências à sua implementação no Judiciário e em governos estaduais, e não fomentou a construção de um consenso no Legislativo que resultasse em uma reforma coerente e ampla da imigração.

Abstract: This article aims to show that Donald Trump's changes in US migration policy were driven by threat rhetoric with the purpose of securitizing immigration. Starting from the binomial “I-other” to analyze the Executive's discourses and unilateral actions, we used the method of Critical Discourse Analysis (CDA) to identify the discursive strategies that mobilized the “us against them” debate. In line with the theoretical assumptions of the Copenhagen School, we argue that Trump built a movement to securitize migration policy by employing a narrative in which Latin Americans and Muslims represent a threat to Americans and the United States. However, we conclude that this movement was incomplete, as it did not engender legitimacy before most of public opinion, encountered resistance to its implementation in the Judiciary and in state governments and did not foster the forging of a consensus in the Legislative that would result in a coherent and comprehensive reform of the migration policy.

A preocupação com o setor espacial brasileiro está inserida em um debate mais amplo sobre a promoção do desenvolvimento econômico, base para melhor inserção internacional do país. Utilizando revisão de literatura e estudo de caso, verificou-se que houve historicamente uma variação na disposição dos governos brasileiros em aderir à ideologia econômica defendida pelos EUA, sem levar em conta que este país apresenta elementos desenvolvimentistas, atuando como agente de transferência e difusão de novas tecnologias. O objetivo é demonstrar que o Acordo de Salvaguardas Tecnológicas (AST) é funcional à estratégia do governo norte-americano de promover o desenvolvimento com participação velada do Estado. Por sua vez, isso tende a representar importantes limitações à implementação da política espacial no Brasil. Infere-se que o AST é um instrumento por meio do qual o governo dos EUA procura mitigar os riscos regulatórios aos quais estão submetidas empresas do país e alavancar a competitividade de sua base industrial.

The concern with Brazil’s spatial sector is part of a wider debate on the promotion of economic development as a basis for better international insertion of the country. Based on a literature review and case study, the research verified that, historically, Brazilian governments have varied in their adherence to the economic ideology defended by the United States, without considering that this country has developmentalist elements, acting as an agent of transfer and diffusion of new technologies. The goal is to show that the Technology Safeguards Agreement is functional for the US government’s strategy to promote development with covert State participation. In turn, this tends to represent important limitations to implementing spatial policies in Brazil. We infer that the TSA is an instrument by which the US government seeks to mitigate the regulatory risks to which its companies are subjected and leverage the competitiveness of its industrial base.

La préoccupation concernant le secteur spatial brésilien s’inscrit dans un débat plus large sur la promotion du développement économique comme base d’une meilleure insertion international du pays. Sur la base d’une revue de la littérature et d’une étude de cas, la recherche a vérifié que, historiquement, les gouvernements brésiliens ont varié dans leur adhésion à l’idéologie économique défendue par les États-Unis, sans tenir compte que ce pays possède des éléments développementiste, agissant comme un agent de transfert et de diffusion des nouvelles technologies. L’objectif est de montrer que l’accord de sauvegardes technologique (AST) est fonctionnel pour la stratégie du gouvernement nord-américain visant à promouvoir le développement avec la participation secrète de l’État. D’autre part, cela tend à représenter d’ importantes limitations à la mise en œuvre des politiques spatialea au Brésil. On en déduit que l’AST est un instrument par lequel le gouvernement nord-américain cherche à atténuer les risques réglementaires auxquels sont soumises ses entreprises et à tirer parti de la compétitivité de sa base industrielle.

Resumo Após um tenso processo de renegociação dos termos do NAFTA (Acordo de Livre Comércio Norte-Americano), os governos dos Estados Unidos, México e Canadá estabeleceram um novo acordo regional: o USMCA (Acordo Estados Unidos, México e Canadá), cujo objetivo é superar problemas criados desde a entrada em vigor do NAFTA em 1994. A ratificação deste documento pelos respectivos congressos nacionais gerou novas tensões e instabilidades no cenário político destes países, especialmente devido às assimetrias que existem entre eles. Este trabalho visa analisar o impacto deste desequilíbrio no processo de renegociação do NAFTA, considerando o comportamento dos Estados Unidos em relação a seus parceiros, especialmente o México.

Abstract After a tense process of renegotiating the terms of the NAFTA (North American Free Trade Agreement), the governments of the United States, Mexico and Canada established a new regional agreement, the USMCA (United States, Mexico and Canada Agreement), whose purpose is to overcome problems that emerged since the NAFTA came into force in 1994. The ratification of this document by the national congresses of the referred countries has generated new tensions and instabilities in their political scenario, especially due to the existing structural asymmetries between them. This work aims to analyse the impact of that imbalance in the NAFTA renegotiation process, considering the behaviour of the United States in relation to its partners, especially Mexico.

Resumo Ao longo de três décadas, o Mercosul passou por diversas fases e enfrentou distintas crises, embora permanecesse o consenso entre seus membros sobre a sua importância para a região e como instrumento de inserção internacional, à exceção do momento atual com o posicionamento questionador do governo de Jair Bolsonaro. O objetivo deste artigo é discutir como a tensão entre os defensores de um Mercosul mais aprofundado e de um Mercosul meramente comercial afetou a institucionalidade desse processo ao longo do tempo, assim como suscitou crises e relançamentos. O argumento deste artigo é que a não construção de um consenso sobre qual o significado da cooperação no Mercosul e os seus objetivos, propiciou uma institucionalidade frágil, suscetível a retrocessos no processo de integração.

Abstract Over the course of three decades, Mercosur has passed through several phases and faced different crises. Although its members have maintained a consensus on its importance for the region and as an instrument of international insertion, the current moment marks an exception with the contesting position of Jair Bolsonaro’s administration. This article aims to discuss how the tension between the defenders of a deeper Mercosur and a purely commercial Mercosur has affected the institutionality of this process over time, caused crises and relaunching. The argument of this article is that the failure to build a consensus on the meaning of cooperation in Mercosur and its objectives has provided a fragile institutional framework, susceptible to setbacks in the integration process.

Abstract The American continent has seen the emergence of regional processes in the last 30 years, characterized by the emergence of new blocs, but also quite different projects. Faced with the new global and regional dynamics observed in the decade of 2010, this article argues that regionalism in the Americas has experienced a new wave in recent years, which we characterize as Liquid Regionalism, given the fluidity, informality and limited institutional design of the regional projects. Furthermore, the article introduces a new typology to characterize regional projects in the Americas, dividing them into platforms for consultation, cooperation and regional integration.

As negociações Mercosul-UE são tradicionalmente analisadas pela perspectiva dos governos. O objetivo deste artigo é discutir o papel e a relevância dos parlamentos regionais nessas negociações, que perduram mais de 20 anos. A análise verifica se a existência de um parlamento regional amplia as discussões sobre as negociações e influi no andamento destas, considerando o período entre 1999 e 2017. O artigo analisa as posições dos parlamentares em relação às propostas apresentadas pelos respectivos blocos, o nível de informação que os parlamentares possuem sobre as negociações a que têm acesso e a capacidade de influência dos parlamentares regionais nos termos do acordo. O intuito foi verificar o grau de envolvimento dos parlamentos regionais nas negociações comerciais. Concluímos que, embora os dois parlamentos tenham graus de competências bastante distintos, em ambos os casos se observa uma atuação autônoma com relação aos Executivos, que apresenta um importante grau de polarização política em relação aos resultados do acordo e uma forte demanda por negociações comerciais mais transparentes.

Abstract The EU-Mercosur negotiations have been traditionally assessed from the perspective of the governments. The aim of this article is to discuss the role of regional parliaments in these negotiations, which already have endured for over twenty years. The analysis verifies whether the existence of a regional parliament has amplified the discussions over the negotiations and has impacted the progress of the trade talks, taking into account the period between 1999 and 2017. The article analyzes the positions of parliamentarians with regard to: the proposals presented by each bloc; the degree of information on negotiations to which they have access; and the capacity of regional parliaments to influence the terms of the agreement. The objective was to verify the degree of involvement of regional parliaments in trade negotiations. We conclude that, although the two parliaments present distinct degrees of competence, in both cases autonomous performance regarding the governments, with a significant degree of political polarization with regards to the outcomes of the agreement and a strong demand for more transparent trade negotiations, was observed.

Resumen Las negociaciones Mercosur-UE se analizan tradicionalmente por la perspectiva de los gobiernos. El objetivo de este artículo es discutir el papel y relevancia de los parlamentos regionales en esas negociaciones que duran más de veinte años. El análisis verifica si la existencia de un parlamento regional amplía las discusiones sobre las negociaciones e influye en el progreso de las mismas, considerando el período entre 1999 y 2017. El artículo analiza las posiciones de los parlamentarios en relación a las propuestas presentadas por los respectivos bloques, información sobre las negociaciones a las que efectivamente tienen acceso, y la capacidad de influencia de los parlamentarios regionales en virtud del acuerdo. El objetivo fue verificar el grado de participación de los parlamentos regionales en las negociaciones comerciales. Se concluye que, aunque los dos parlamentos tienen grados de competencia bastante diferentes, en ambos casos existe una actuación autónoma con relación a los gobiernos, con un grado de polarización política significativa con respecto al resultado del acuerdo y una fuerte demanda por negociaciones comerciales más transparentes.

Résumé Les négociations entre le Mercosur et l'UE sont traditionnellement analysées du point de vue des gouvernements. L'objectif de cet article est de discuter du rôle et de la pertinence des parlements régionaux dans ces négociations de plus de 20 ans. Nous examinons si l'existence d'un parlement régional élargit les discussions sur les négociations et influe sur leurs progrès, en tenant compte de la période 1999-2017. Les positions des parlementaires sont également analysées par rapport aux propositions avancées par les blocs respectifs, au degré d'information sur les négociations auxquelles ils ont réellement accès et à la capacité des parlementaires régionaux à influencer l'accord. L'objectif est de vérifier le degré d'implication des parlements régionaux dans les négociations commerciales. On en conclut que, bien que les niveaux de compétence des deux parlements soient assez différents, il existe dans les deux cas une action autonome en ce qui concerne les gouvernements, qui présente une certaine polarisation politique quant à l'issue de l'accord et une forte demande de négociations commerciales plus transparentes.

Abstract The present article assesses and compares the MERCOSUR Parliament, the Andean Parliament, and the Latin American Parliament as instruments to insert political representation and parliamentarians in their respective integration projects. It is argued that the development of regional parliaments in Latin America, however, has not produced substantial changes in regional decision-making processes, which remain the exclusive domain of intergovernmental or interpresidential exchanges.

Este artigo analisa a representação parlamentar no Mercosul e as implicações da institucionalização do Parlasul, expondo como este foi pensado e os desdobramentos de sua institucionalização, tendo presente uma preocupação em identificar mudanças ocorridas a partir de sua atuação, e de sua relação com os órgãos decisórios do Mercosul e os Congressos Nacionais.

This article examines the parliamentary representation in Mercosur and the implications of the institutionalization of Parlasur, exposing how it was meant and the consequences of its institutionalization. Its aim is to identify changes and its relationship with policy-making bodies of Mercosur and National Congresses.

Neste artigo se faz uma reflexão sobre o papel da integração, na era da globalização, para os países latino-americanos, ressaltando quais as características específicas desses processos integracionistas, centrando a atenção nos casos do Mercosul e da Alca. Seu intuito é entender como a integração, para além de seu papel como possível promotora do desenvolvimento sustentável ou de inserção internacional, faz parte de um processo de mudança no próprio Estado.

This article is a reflection on the importance of the integration for the Latin American countries in the globalized age, standing out those specific characteristics of the integrational processes, calling the attention to the cases of the Mercosul and the FTAA. Its intention is to understand the integration beyond its function as a possible promoter of a sustainable development or the international insertion, being part of a process of change in the State itself.

Discussão da influência do cenário internacional sobre as decisões dos governos subnacionais e sua ascensão como novos atores neste contexto. As informações apresentadas neste artigo resultaram da pesquisa "Gestão Pública Estratégica de Governos Subnacionais Frente aos Processos de Inserção Internacional e Integração Latino-Americana", que está sendo realizada pela Fundap, PUC-SP e Cedec, e analisam de que modo um governo subnacional reage aos efeitos e à nova realidade internacional, utilizando-se o caso de São Paulo.

A discussion of how the international scene affects the decisions of sub-national governments, and of their ascension as new actors within this context. The information presented in this article was extracted from a research project entitled "Strategic Public Strategies of Sub-national Governments Within the Context of the Processes of Latin American Global Insertion and Integration," currently being conducted by Fundap, (Foundation for Public Administration), PUC-SP (Catholic University of São Paulo) and Cedec. This article examines how sub-national governments react to changing realities at the international level, using the government of the State of São Paulo as a case in point.
