Abstract The Journal Officiel de la République Française was born in 1868, at the end of the Second French Empire, under an authoritarian system longing for the direct control over all communication emanated by the government. However, since 1789, France had an official gazette, known as Moniteur Universel, which published the decisions of the new Parliament, the Assemblée National, which became the Assemblée Nationale Constituante. From 1789 to 1868, the Moniteur Universel played the role of France official newspaper, whatever the regime, but it was held by a private publisher, whose independence ended up annoying the Government, which decided to create its own official communication instrument, the Journal Officiel. After the fall of Napoleon III and the establishment of the Third Republic, Le Temps was often used and considered as the unofficial newspaper of the government. In the same way, the Havas agency, greatly subsidized in the 1930s, became a kind of semi-official agency before being nationalized in 1945. Finally, the creation of the Documentation française, that year, reinforced the communication from public authorities which, together with AFP (Agence France-Presse) and ORTF (Office de la Radio-Télévision Française), were now able to truly control information. With the legalization of free radio in 1981, the creation of private television channels in 1986 and the reduction of state powers in the 1990s, this two-centuries old inherited system of state power building began to disappear.

Résumé Le Journal Officiel de la République Française est né en 1868, à la fin du second Empire, sous un régime autoritaire désireux de contrôler directement la communication émanant du gouvernement. Toutefois, la France s’était dotée, dès 1789, d’une Gazette nationale, dite également Moniteur universel, qui publiait les décisions de la nouvelle Assemblée Nationale devenue une Assemblée Nationale Constituante. De 1789 à 1868, le Moniteur universel joua le rôle d’un journal officiel de la France, quel qu’en soit le régime, mais il appartenait à un éditeur privé, dont l’indépendance finit par irriter le pouvoir qui décida de créer son propre instrument de communication officiel, le JO proprement dit. Après la chute de Napoléon III et l’installation de la Troisième République, le journal Le Temps fut souvent utilisé et considéré comme le journal officieux du gouvernement. De la même manière, l’agence Havas, fortement subventionnée dans les années 1930, devint une sorte d’agence semi-officielle avant d’être nationalisée en 1945. Enfin la création de la Documentation française, cette année-là, vint renforcer la communication des pouvoirs publics qui, avec l’AFP (Agence France-Presse) et l’ORTF (Office de la Radio-Télévision Française), étaient désormais en mesure de contrôler véritablement l’information. Avec la légalisation des radios libres en 1981, la création de chaînes de télévision privée en 1986, puis la réduction des pouvoirs de l’Etat dans la décennie 1990, tout ce système hérité de deux siècles de renforcement des pouvoirs de l’Etat a commencé à disparaître.

Résumé Cet article s’intéresse au rôle de l’argent dans le développement de la presse française à la Belle Époque, les années 1880-1910. Alors que la vente des journaux quotidiens passe de un million d’exemplaires en 1870 à trois millions en 1880 puis neuf à dix millions en 1900 (pour moins de 40 millions d’habitants), les banques et les grandes entreprises industrielles pénètrent en profondeur le journal. Les pages financières sont affermées à des firmes spécialisées dans les annonces et les grandes entreprises s’efforcent d’utiliser la presse pour drainer l’épargne publique. Plusieurs scandales, de Panama, du cuivre, des emprunts russes révèleront l’ampleur de la corruption des journalistes et patrons de presse, doublée d’une corruption parlementaire non moins importante. Le conseiller du ministre russe des Finances parlera à juste titre de “l’abominable vénalité de la presse” qui fragilisait la démocratie et manifestait la capacité des médias à manipuler l’opinion publique.

Abstract This article focuses on the role of money in the development of the French press during the Belle Époque, 1880-1910. When the sale of newspapers increased from 1 000 000 copies in 1870 to 3 000 000 in 1880 and from 9 000 000 to 10 000 000 in 1900 (in a country with fewer than 40 000 000 inhabitants), banks and large industrial companies played a major role in newspapers. Financial pages were rented to companies specializing in advertising while major companies attempted to use the press to drain public savings. Several scandals, involving Panama, copper and Russian loans, revealed the extent of corruption of journalists and press owners, together with no less corruption in parliament. The adviser to the Russian Finance Minister spoke rightly of “the abominable venality of the press,” which undermined democracy and demonstrated the ability of the media to manipulate public opinion.

Resumen Este artículo se centra en el papel del dinero en el desarrollo de la prensa francesa durante la Belle Époque, 1880-1910. Mientras que la venta de diarios aumentó de 1 000 000 de ejemplares en 1870 a 3 000 000 en 1880 y de 9 000 000 a 10 000 000 en 1900 (menos de 40 000 000 de habitantes), los bancos y las grandes empresas industriales penetraron profundamente en los periódicos. Las páginas financieras se alquilaban a compañías especializadas en publicidad y las grandes empresas trataron de utilizar la prensa para drenar el ahorro público. Varios escándalos, procedentes de Panamá, el cobre y los préstamos rusos, revelarán la extensión de la corrupción de los periodistas, los propietarios de la prensa, así como de los parlamentarios. El consejero del Ministro de Finanzas ruso hablará acertadamente de “la abominable venalidad de la prensa” que socavó la democracia y demostró la capacidad de los medios para manipular a la opinión pública.

Resumo Este artigo explora as mudanças ocorridas na literatura francesa no século XIX a partir da criação do folhetim enquanto espaço textual dedicado à crítica, situado no rodapé dos jornais, até a criação de um novo gênero literário: o romance-folhetim. Este novo modo de conceber a ficção, ritmado pela publicação cotidiana dos jornais, contribuiu para a expansão do público leitor e do mercado editorial, promovendo, assim, a popularização da literatura. Por outro lado, suscitou reações da crítica que, não admitindo a relação entre a literatura e o dinheiro, preferiu desqualificá-la, tachando-a de “literatura industrial”. Analisam-se aqui dois exemplos da época que denunciaram esse novo tipo de produção literária: um panfleto e um romance que atacam Alexandre Dumas e Honoré de Balzac. O artigo destaca igualmente que diferentes suportes, ritmos de publicação, formatos e preços são fatores determinantes para a recepção de uma obra.

Abstract This article explores the changes that occurred in French literature in the 19th century, from the creation of the feuilleton as a textual space dedicated to criticism, located in the footer of newspapers, until the invention of a new literary genre: the serial. This new way of conceiving fiction, mensurable by the daily publication of newspapers, contributed to the expansion of readership and the publishing market, thus promoting the popularization of literature. On the other hand, it provoked reactions from critics who, not admitting the link between literature and money, preferred to dismiss the serial as “industrial literature”. Here we analyze two 19th-century examples that denounced this new type of literary production: a pamphlet and a novel that attacked Alexandre Dumas and Honoré de Balzac. The article also emphasizes that different material forms, publication frequency, formats and prices are determining factors for the reception of a work.

Résumé Cet article discute les changements survenus dans la littérature française du XIXe siècle à partir de l’usage d’un espace textuel situé au “rez-de-chaussée” de la page des journaux, consacré aux articles de critique, et qui accueillit un nouveau genre littéraire: le roman-feuilleton. Ce nouveau mode de concevoir la fiction, rythmé par la publication quotidienne des journaux, contribua à l’accroissement du lectorat et du monde de l’édition, et par tant à la popularisation de la littérature. Par ailleurs, ce genre entraîna des réactions contraires de la critique qui lui colla l’étiquette de “littérature industrielle”. Deux textes de cette époque qui dénigrent ce nouveau type de production littéraire sont analysés: un pamphlet et un roman attaquant Alexandre Dumas et Honoré de Balzac. Cet article souligne en outre le fait que les différents supports, rythmes de publication, formats de livre et prix de vente représentent des facteurs qui guident la réception d’une œuvre littéraire.

Esse artigo pretende associar a história do livro com a da edição, analisando-as no período compreendido entre o nascimento da edição, no final do século XVIII e início do século XIX, particularmente na França e Inglaterra. É ao abordar o universo mental dos homens dos quais se examina as práticas culturais que se constrói a história do livro, da edição e da leitura na época da impressão.

This article aims to link the history of the book with the history of printing, analyzing the period between the birth of publishing, in the late eighteenth and early nineteenth century, particularly in France and in the United Kingdom. Exploring the mental universe of men and their cultural practices that make possible to write a history of book publishing and reading at the time of printing.
