O objetivo do artigo é compreender a continuidade da política macroeconômica entre o governo Cardoso e o governo Lula. O artigo organiza-se em três seções. Na primeira, descreve-se sucintamente a política macroeconômica dos governos Cardoso e Lula. Na segunda, apresenta-se e discute-se o debate da literatura especializada a respeito da hipótese da continuidade da política macroeconômica entre os dois governos. Na terceira seção, é feito um mapeamento dos dirigentes estatais, em que ressaltamos certos aspectos que contribuíram para tal continuidade entre os dois governos. Sem desconsiderar a ação dos beneficiários últimos dos resultados de tal política, identificamos três fatores para explicar a manutenção da política macroeconômica: i) a própria estrutura do capitalismo brasileiro e sua inserção na economia mundial; ii) a força das idéias ortodoxas difundidas pela mídia e dominantes na equipe econômica (Ministério da Fazenda e Banco Central do Brasil), que foi recrutada no mesmo "campo"; iii) a aceitação das "regras do jogo" da democracia pelo Partido dos Trabalhadores (PT).
The goal of this article is to acquire an understanding of the continuity of macroeconomic policy, from the Fernando Henrique Cardoso administration through the Lula government. The article is organized in three parts. In the first one, we provide a succinct description of the macroeconomic policies of Cardoso and Lula administrations. In the second, we present and discuss the debate within specialized literature on the hypothesis of continuity in macroeconomic policy from the one administration to the next. In the third section, we provide a mapping of State leadership within which we emphasize certain aspects that contributed to the continuity between both administrations. Without neglecting consideration of the actions of those who were the ultimate beneficiaries of these politics, we identify three factors that explain the maintenance of macroeconomic policy: i) the structure of Brazilian capitalism and its place within the world economy; ii) the strength of the orthodox ideas disseminated by the media and dominant within the economic team (the Ministry of Internal Revenue and the Brazilian Central Bank) that was recruited from the same "field"; and iii) Worker's Party acceptance of the "rules of the game" of democracy.
L'objectif de l'article c'est de comprendre la continuité de la politique macro-économique entre le gouvernement Cardoso et le gouvernement Lula. L'article est organisé en trois parties. Dans la première, on décrit brièvement la politique macro-économique des gouvernements Cardoso et Lula. Dans la deuxième, on présente et discute le débat de la littérature specialisée sur l'hypothèse de la continuité de la politique macro-économique entre les deux gouvernements. Dans la troisième partie, une cartographie est faite des dirigeant des Etats, où nous mettons l'accent sur certains aspects qui ont contribué pour cette continuité entre les deux gouvernements. Sans déconsidérer l'action des bénéficiaires ultimes des résultats de cette politique; nous identifions trois facteurs pour expliquer l'entretien de la politique macro-économique: i) la structure du capitalisme brésilien elle même, et son insertion dans l'économie mondiale; ii) la force des idées orthodoxes difusées par les médias et dominantes dans l'équipe économique (Ministère des Finances et Banque Centrale du Brésil), qui a été recrutée dans le même « champ »; iii) l'acceptation des « règles du jeu » de la democratie par le Parti des Travailleurs (PT).
