Abstract: Departing from a dialogue between critical tax theory and the new fiscal sociology, this article finds a peculiar kind of gender-based discrimination, which takes place in Brazilian tax legislation. The interpretation of data concerning Brazilian income tax on alimony, under the light of the norms about tax imposition or exoneration related to the matter - which seems to compromise even the permanent austerity agenda that defines the country´s fiscal regime - suggests that the State could be renouncing to revenues in order to achieve the single effect of submitting women to a higher burden when compared to man, and to foster a familiar arrangement in which men should be divorced and exempted of their offspring´s caring duties, while women that are mothers of children or teenagers should be married to their fathers.

Resumen: A partir de un diálogo entre la teoría crítica de la tributación y la crítica feminista del derecho, este artículo identifica un tipo peculiar de discriminación de género que se da en la legislación tributaria brasileña. La interpretación de los datos sobre el impuesto sobre la renta que grava la pensión alimenticia en Brasil, en comparación con las reglas de tributación y exención tributaria relacionadas con el tema, sugiere la plausibilidad de la hipótesis de que el Estado renuncia a la recaudación de ingresos, comprometiendo incluso la agenda de austeridad permanente que define el régimen tributario del país, con el único efecto de imponer a las mujeres el deber de pagar más impuestos que los hombres y promover un arreglo familiar en el que las madres de niños y adolescentes estén casadas con sus padres, mientras que los padres reciben incentivos para divorciarse y ser relevados del cuidado de sus hijos.

Resumo: A partir de um diálogo entre a teoria crítica da tributação e a nova sociologia fiscal, neste artigo, identifica-se um tipo peculiar de discriminação de gênero que tem lugar na legislação tributária brasileira. A interpretação de dados sobre o imposto de renda incidente em pensões alimentícias no Brasil, em cotejo com as normas de imposição e exoneração fiscal referentes ao tema, sugere a plausibilidade da hipótese de que o Estado renuncia à arrecadação de receitas, comprometendo até mesmo a agenda de austeridade permanente que define o regime fiscal do país, com o único efeito de impor às mulheres o dever de pagar mais impostos do que homens e de promover um arranjo familiar em que é vantajoso economicamente para o homem divorciar-se e eximir-se ou reduzir o cuidado diário com os filhos, enquanto se estimula fiscalmente a manutenção das mulheres em união matrimonial com os pais de suas filhas e filhos.

RESUMEN El artículo introduce a América Latina en el debate acerca del declive de la democracia. A partir de datos de Latinobarómetro y Varieties of Democracy (V-DEM), se evidencia que la democracia está en declive en la región, una vez que indicadores como apoyo y satisfacción con el régimen, confianza en las instituciones e Índice de Democracia Liberal alcanzaron los peores niveles de su historia, o volvieron a estos. Otro hallazgo se refiere a que el perfil político ambivalente y autoritario de la población latinoamericana se compone de jóvenes, con bajo nivel educativo, desconfiados de las instituciones e insatisfechos con la democracia. Asimismo, se evidencia que longevidad y calidad de la democracia influencian las relaciones a nivel individual, lo que fortalece la aversión a opciones autoritarias. Estos resultados están en sintonía con los hallazgos recientes sobre el declive de la democracia en el mundo.

ABSTRACT The article introduces Latin America to the debate about the decline of democracy. Based on data from Latinobarómetro and Varieties of Democracy (V-DEM), it becomes clear that democracy is in decline in the region, since indicators such as support and satisfaction with the regime, confidence in institutions, and the Index of Liberal Democracy have reached or returned to their worst levels ever. Another finding is that the ambivalent and authoritarian political profile of the Latin American population is made up of young people, with a low level of education, distrustful of institutions, and dissatisfied with democracy. It is also evident that the longevity and quality of democracy influences relationships at the individual level, strengthening the aversion to authoritarian choices. These results are in line with recent findings on the decline of democracy worldwide.

RESUMO O artigo insere a América Latina no debate sobre um declínio da democracia. Com dados de Latinobarómetro e Varieties of Democracy (V-DEM), constata-se que a democracia está em declínio na região, já que indicadores como apoio e satisfação com o regime, confiança nas instituições e Índice de Democracia Liberal atingiram os piores níveis das suas séries históricas ou voltaram a eles. O perfil político ambivalente e autoritário da população latino-americana composto de pessoas jovens, com escolaridade baixa, desconfiadas das instituições e insatisfeitas com a democracia foi outro achado da pesquisa. Constata-se, ainda, que longevidade e qualidade da democracia medeiam relações em nível individual, o que favorece a aversão a opções autoritárias. Os resultados estão em sintonia com os achados recentes sobre o declínio da democracia no mundo.

Theories about political protest point to three sets of variables responsible for promoting engagement in such actions: resources, grievance and values. There is consensus on the importance of resources, but the influence of grievance and values remain inconclusive. Discontent alone is not enough to motivate protest, but in societies at intermediate levels of development, grievance could be an explanatory variable. By contrast, values would have a limited effect, given that value change in developing countries could only be incipient. In view of the new cycle of protest in the region and wishing to contribute to the debate on the subject, we aim to discover what the relationship is between these three sets of variables as regards Latin Americans’ predisposition to protest. Given that these countries find themselves at an intermediate level of economic and social development, it would seem that the primary motivation for protest is discontent, as under such circumstances the relative scarcity of resources presents little obstacle to mobilization. On the other hand, as the societies in question are not advanced industrial societies, the associated low dispersion of emancipatory values would exercise limited effect. To test these hypotheses, we looked at data from the sixth wave of the World Values Survey with reference to Argentina, Brazil, Chile, Colombia, Mexico, Peru and Uruguay. The results suggested that grievance was irrelevant as an explanatory factor. Participation in protests in the region is determined by the mobilization of resources and values.

Resumo Estudos empíricos apontam diferenças significativas na forma como jovens e adultos têm se manifestado politicamente, constatando o distanciamento por parte da juventude no envolvimento em ações tidas como convencionais, principalmente o voto e o ativismo partidário. Esses trabalhos consideram como causa deste fenômeno as diferenças entre os papéis sociais desempenhados ao longo da vida por jovens e adultos. Apesar da existência de estudos que abordam a relação entre participação e idade, há uma lacuna nos que abordam a juventude e a identificação partidária. Este texto tem por objetivo analisar os efeitos da transição para a vida adulta e a identificação partidária no Brasil. Utilizando dados do Estudo Eleitoral Brasileiro produzido pelo CESOP/Unicamp, os modelos afirmam que não existem diferenças significativas na identificação partidária, seja ela afetiva ou racional, manifestada por jovens e adultos. A variável dependente não se mostrou significativa quando controlada por outras variáveis intervenientes, como sexo e educação. Nos modelos que analisam a identificação partidária dos três maiores partidos, ser jovem se mostrou significativo para explicar a adesão ao PMDB e ao PT.

Abstract Empirical studies have shown significant differences in how young people and adults have expressed themselves politically, indicating that youth keeps distance from the involvement in conventional political actions, such as voting and party activism. These studies attribute the cause of this phenomenon to the differences between the social roles played throughout life by youth and adults. Despite the existence of studies that address the relationship between participation and age, there is a gap in the field about youth and party identification. This paper aims to analyze the effects of the transition to adulthood and party identification in Brazil. Using Brazilian Electoral Study data, produced by CESOP/Unicamp, this paper’s models show that there are no significant differences in party identification, whether it is rational or emotional, manifested by youth and adults. The dependent variable was not significant when controlled by other intervening variables, such as gender and education. In the models that analyze identification with the three major parties, being young was revealed as significant in explaining identification with PT and PMDB.

Resumo Desde a identificação do fenômeno do pós-materialismo por Ronald Inglehart no início dos anos 1970, o processo de mensuração dos valores tem passado por constantes atualizações metodológicas. Recentemente Christian Welzel propôs uma revisão da teoria da mudança valorativa, criando uma nova medida denominada índice de valores emancipatórios. O objetivo desde trabalho é testar a aplicabilidade desta medida no contexto de alguns países da América Latina, comparando-a com o índice de pós-materialismo de Inglehart. Utilizando dados do projeto World Values Survey, as medidas foram comparadas utilizando-se dois critérios de construção de escalas e redução de dimensões que a literatura descreve como formativo e reflexivo. Os resultados indicam maior confiabilidade do índice de valores emancipatórios e atestam a sua aplicabilidade no contexto latino-americano.

Abstract Since the identification of the phenomenon of post-materialism by Ronald Inglehart in the early seventies, the process of measuring values has passed by constant updating and methodological revisions. Recently Christian Welzel proposed a revision of the theory of value change, creating a new measure for phenomenon: the emancipative values index. The aim of this paper is to test the applicability of this measure in the context of some Latin American countries, comparing it with Inglehart's post-materialism index. Using data from the World Values Survey project, we compare both measures using two scaling and dimension reduction criteria: formative and reflective approach. The results obtained identify a greater reliability of the emancipative value index and attests its applicability in the context of Latin America.
