There is now an emerging body of thought on the dynamics of de-politicization, the «disappearance of the political», the erosion of democracy and of the public sphere, and the contested emergence of a post-political or post-democratic socio-spatial configuration. I situate and explore this alleged«post-democratization» in light of recent post- Althusserian political thought. I proceed in four steps. First, I discuss the contested configurations of this post-politicization and the processes of post-democratization. In a second part, I propose a series of theoretical and political arguments that help frame the evacuation of the properly political from the spaces of post-democratic policy negotiation. This diagnostic is related to a particular interpretation of the distinction between «the political» and «polic(e)y/politics». In a third part, I argue how emancipatory-democratic politics can be reclaimed around notions of equality, and freedom. In the concluding part, perspectives for re- vitalising the political possibilities of a spatialized emancipatory project are presented. The crux of the argument unfolds the tension between politics, which is always specific, particular, and «local» on the one hand and the universal procedure of the democratic political that operates under the signifiers of equality and freedom on the other.

Existe actualmente un cuerpo emergente de pensamientos sobre las dinámicas de la despolitización, sobre la «desaparición de lo político», la erosión de la democracia y de la esfera pública, y la disputada emergencia de una configuración socio-espacial pospolítica o posdemocrática. Sitúo y exploro esta supuesta «posdemocratización» a la luz del reciente pensamiento político posalthusseriano. Procedo a través de cuatro pasos. Primero, discuto las debatidas configuraciones de esta pospolitización y los procesos de posdemocratización. En segundo lugar, propongo una serie de argumentos teóricos y políticos que permiten enmarcar la evacuación de lo propiamente político de los espacios de la negociación posdemocrática de políticas públicas. Este diagnóstico se relaciona con una interpretación particular de la distinción entre «lo político» y la «política». En una tercera parte, argumento cómo la política democrática-emancipatoria puede ser recuperada en base a las nociones de igualdad y libertad. En la conclusión se presentan perspectivas para revitalizar las posibilidades políticas de un proyecto emancipatorio espacializado. El punto central de estos argumentos despliega la tensión entre, por un lado, la política, que siempre es específica, particular y local; y, por otro, el procedimiento universal de lo político democrático, que opera bajo los significantes de igualdad y libertad

Urban policies, especially those oriented toward neighbourhood development, have not been consistent in time or in their 'urban regime. In Europe, over the last twenty to twenty five years, we have witnessed a pendulum movement in urban policy moving from a neighbourhood-focused, socially-community orientedpolicy approach in the 1990s to a more city-wide, economy and real-estate driven policy in the 2000s. In the last few years there has been a cry to reintroduce a social innovation and neighbourhoodfocus into urban policy. On the basis of social innovation initiatives in European cities and the way they were governed by, but also challenged by, public authorities, this article draws lessons for social innovation, urban development and forms of government that are more solid in time and in their relationship with their context. Constancy in funding, articulation and reciprocal learning in governance and a solidary community ethics seem to lay the grounds for this robustness.

Las políticas urbanas, especialmente aquellas orientadas al desarrollo de barrios, carecen de consistencia en el tiempo y en su "régimen urbano". En Europa, durante las últimas dos décadas, la política urbana ha experimentado un movimiento pendular, desde una política centrada en el barrio de corte social-comunitaria en la década de 1990, hacia una política para la ciudad manejada por la economía y el mercado inmobiliario en los 2000, y el llamado urgente de los últimos años a reintroducir innovación social y barrios en la política urbana. A partir de experiencias de innovación social en ciudades europeas y de sus formas de gobierno, pero también de cómo desafían a las autoridades públicas, este artículo extrae lecciones sobre innovación social, desarrollo urbano y formas de gobierno más sólidas en el tiempo y en relación con el contexto. Constancia en el financiamiento, articulación y aprendizaje recíproco en la gobernanza y una ética comunitaria solidaria parecen ser las bases de dicha solidez.

Este artigo explora como a eminência da questão ambiental, particularmente da problemática das mudanças climáticas, para uma preocupação pública global e consensualmente vigente é ao mesmo tempo um marco e uma força constituinte na produção da despolitização. Este artigo tem quatro partes. Primeiro, eu problematizo a questão da natureza e do meio ambiente. Segundo, o caso das políticas de mudanças climáticas é apresentado como cause célèbre da despolitização. A terceira parte relaciona este argumento com as visões de teóricos políticos que argumentam que a constituição política das democracias ocidentais é, cada vez mais, marcada pela consolidação de arranjos pós-politicos e pós-democráticos. Na quarta parte eu discuto o consenso das mudanças climáticas à luz da tese pós-política. Eu concluo que a questão do meio ambiente e, particularmente, das mudanças climáticas precisam ser deslocadas para o terreno do propriamente político.

The paper explores how the elevation of the environmental question, in particular the problem of climate change, to a global and consensually established public concern is both a marker of and constituent force in the production of de-politicization. The paper has four parts. First, I problematize the question of Nature and the environment. Second, the case of climate change policy is presented as cause célèbre of de-politicization. The third part relates this argument to the views of political theorists who argue that the political constitution of western democracies is increasingly marked by the consolidation of post-political and post-democratic arrangements. Fourth, I discuss the climate change consensus in light of the post-political thesis. I conclude that the matter of the environment and climate change in particular, needs to be displaced onto the terrain of the properly political.
