ABSTRACT Several regions of the world seek to participate in the aeronautical value chain, aiming at employment quality and absorption of technologies. This upgrading movement is studied in industries usually employing concepts and methodologies developed for companies or isolated agglomerations. However, no comparative studies of aeronautical chains’ strategies in emerging countries have been identified. This paper evaluates strategies adopted by segments of the aeronautical value chain and, complementarily, presents the implications for the Brazilian state of Ceará. To achieve this objective, the Value Chain Structure-Conduct-Performance (SCP) framework, recently developed for evaluating value chain strategies is applied, by means of a qualitative comparative analysis of segments located in selected territories outside Europe and the United States. Celebration of international agreements and improvements in infrastructure are identified as structural elements of influence in the determination of strategies aimed at creating jobs in the chain. ResumoO objetivo neste artigo foi analisar a evolução das publicações acadêmicas brasileiras a respeito do termo comunidades de prática, visando identificar, ao longo do tempo, o crescimento destas comunidades, assim como as transformações dos conceitos e suas utilizações nos textos acadêmicos. Para tanto, houve necessidade de discutir o surgimento e as derivações do conceito de comunidades de prática nos principais textos que abordam esse tema. Logo em seguida, foi apresentado um tópico sobre o percurso metodológico, no qual foram descritas as técnicas de bibliometria e análise contextual utilizadas na pesquisa desenvolvida. Os resultados mostram que os textos clássicos discutidos na parte teórica deste artigo são comumente referenciados (bibliometria) na produção acadêmica brasileira. Apesar disso, fica evidente que, em termos de disseminação, ampliação, restrição ou limitação na utilização do conceito de comunidades de prática, existem modificações terminológicas que vinculam esse conceito mais aos propósitos dos pesquisadores e de suas pesquisas do que, necessariamente, à compatibilidade desse termo ao que está estabelecido na literatura sobre o tema.

AbstractThe objective of this study was to analyze the evolution of Brazilian academic publication regarding the term communities of practice, to identify their growth over time, as well as transformations of the concept and conceptual forms used. To this end, we begin with the emergence of the concept of communities of practice through a general review of the classical texts that address the issue. Next, we detail our methodological approaches, which included bibliometric techniques and contextual analysis. The results show that the classic texts discussed in the theoretical part of this article are commonly referenced (bibliometrics) in Brazilian academic production. Despite this, it is evident that, in terms of dissemination, extension, restriction or limitation of the use of the communities of practice concept, there are conceptual modifications linking this concept more with researchers' purposes and their research than, necessarily, the compatibility of this concept to what is established in the literature on the theme.

As atividades de manutenção aeronáutica formam uma parte essencial da aeronavegabilidade continuada, tendo como objetivo, tanto na área civil quanto na militar, prover a total condição de serviço para as aeronaves. O crescimento do transporte aéreo no Brasil tem exigido uma indústria de serviços de manutenção aeronáutica capaz de apoiar tal processo expansivo, sem prejuízo para as condições de segurança de voo. Alguns dos trabalhos encontrados na revisão da literatura exploram a manutenção aeronáutica sob perspectivas que buscam melhorar a eficiência técnica do setor. Pelo exposto, o principal objetivo deste artigo é ampliar o conhecimento sobre o setor de manutenção aeronáutica no Brasil, explorando as informações providas pela ANAC, com o intuito de construir um panorama que revele a distribuição geográfica e técnica dos nichos de capacitação. Para tanto, inicia com uma exposição dos conceitos básicos da atividade de manutenção em geral e aeronáutica em particular. A seguir, é examinado o contexto regulatório brasileiro para a atividade de manutenção aeronáutica, com ênfase nos domínios de certificação. Ao final, examina-se a distribuição geográfica das empresas de manutenção aeronáutica no país, identificando a distribuição das empresas considerando-se os vários tipos de certificação técnica.

The aircraft maintenance activities are an essential part of the continued airworthiness, aiming both, civilian and military areas, to provide full service condition for the aircraft. The growth of air transportation in Brazil has demanded an industry of aircraft maintenance services able to support such expansive process, without any prejudice to the flight safety conditions. Some of the studies found in the literature review, explore the aircraft maintenance from perspectives that seek to improve the technical efficiency of the sector. For these reasons, the main goal of this paper is to expand knowledge about the aircraft maintenance industry in Brazil, exploring the information provided by the ANAC in order to build a scenario that reveals the geographical and technical distribution of the existing technical training niches. For this, this study starts discussing the basic concepts of maintenance activity in general and aviation in particular. Next, we consider the Brazilian regulatory context for the aircraft maintenance activity, emphasizing the certification domain. Finally, we examine the geographic distribution of aircraft maintenance companies in the country, identifying the companies’ distribution considering the various types of technical certification.

No mercado global pautado por geração dinâmica e acelerada de inovações, as empresas devem aprimorar a capacidade de gerenciar projetos de inovação. Nessa direção se alinham os investimentos realizados por uma empresa de alta tecnologia do setor aeroespacial, que criou um Programa de Capacitação em Gestão de Projetos para um grupo significativo de funcionários. Esse Programa, a priori, parece ter melhorado o desempenho da gestão dos projetos, mas para justificar os investimentos é necessário realizar uma avaliação que identifique o retorno. Sob essa ótica, o objetivo deste trabalho é apresentar uma versão revisada do modelo de avaliação desenvolvido para dimensionar os ganhos na capacitação em gerência de projetos decorrentes dos investimentos realizados pela empresa. A idéia central do modelo é desdobrar a capacitação para gerenciar projetos em grupos de competência, que permitam gerenciar e estimular os distintos processos de aprendizagem que ocorrem durante o desenvolvimento de projetos de inovação. Adicionalmente, considera-se no modelo a avaliação dos ganhos advindos dos investimentos em capacitação, sob a perspectiva da melhoria no desempenho da gestão dos projetos. Uma aplicação do modelo proposto é apresentada e analisada. Por fim, são feitas considerações sobre os resultados e sobre as possíveis expansões metodológicas.

Today's global market is acknowledged for generating rapid and dynamic innovations, thus companies must improve their capability to manage innovation projects. In that context, a high-technology aerospace company made investments to strengthen that capability, through the creation of a Project Management Training Program for a significant group of employees. This program, a priori, seems to have improved the project management performance, however, an assessment that identifies the return is needed to justify the investment. Thus, considering this outlook, the study herein presents a revised version of an assessment model developed to measure the gains obtained by improving project management capability, as a result of the investments made by the company. The main idea of the model is to unfold the capability to manage projects into groups of competencies, which enable to manage and estimulate the distinct learning processes that take place during the development of innovation projects. Additionally, the model considers assessing the return-on-investment in training, from the perspective of improving the project management's performance. An application of the proposed model is presented and analyzed. Lastly, considerations on the results and possible methodology expansions are included.

Este trabalho tem como objetivo analisar os métodos do custeio baseado em atividades e da contabilidade de ganhos da teoria das restrições, no que se refere aos critérios de decisão gerencial utilizados pelos mesmos. Uma análise é realizada com a verificação do impacto no lucro, segundo o mix de produção recomendado por cada método. Através de um estudo de caso, constata-se que uma empresa metalúrgica alcança um crescimento expressivo na sua lucratividade, desde o momento em que passou a recorrer à contabilidade de ganhos para sustentar sua tomada de decisões. Mostra-se que o mix de produção selecionado pelo custeio ABC, para o cálculo do custo do produto, gera um prejuízo. Por outro lado, o mix proposto pela contabilidade de ganhos, que recorre ao cálculo do ganho unitário do produto por uso do tempo na restrição, fornece um mix que maximiza o lucro da empresa.

The objective of this paper is to analyse the methods of activity-based costing and the throughput accounting of the theory of constraints, with respect to the management decision criteria utilized by them. A analyse is performed to know the impact on profits producing the product mix recommended by each method. It was realized, by means of a case study, that a metalwork firm gets a big increase in its profitability, once it starts using throughput accounting to sustain its decisions. It is shown that the production mix chosen by the ABC costing, for the calculation of the product cost, implies a loss, whereas the mix suggested by the throughput accounting, which calculates product's unit throughput per use of the time in the constraints, provides a mix that maximize firm's profit.
