Abstract The aim of this study is to investigate if Sargassum-associated herbivorous amphipods Cymadusa filosa Savigny, 1816 and Sunamphitoe pelagica (H. Milne Edwards, 1830) present differences in their population parameters at sites located at different distances from a state marina, which is the main source of pollution (especially heavy metals) in an impacted bay. The study was conducted at four beach sites within Flamengo Bay, Ubatuba municipality, northern coast of São Paulo State, Brazil. The beaches are Lamberto and Ribeira close to the pollution source and Flamengo and Santa Rita, which are more distant. We observed the predominance of juveniles in the populations of C. filosa and S. pelagica, followed by females, with the sex ratio for both species being favored toward females, and the highest densities of individuals were observed during the summer. Sunamphitoe pelagica presented lower density, smaller ovigerous females and egg volumes at Lamberto beach, indicating a possible higher sensitivity to metal pollution for this species. Cymadusa filosa showed no clear alteration of density, number of ovigerous females and egg volumes between sites. Our results emphasize the importance of studying the life history and reproductive parameters of herbivorous amphipods, showing how these parameters can be altered in contaminated areas.

Abstract The Program for Biodiversity Research (PPBio) is an innovative program designed to integrate all biodiversity research stakeholders. Operating since 2004, it has installed long-term ecological research sites throughout Brazil and its logic has been applied in some other southern-hemisphere countries. The program supports all aspects of research necessary to understand biodiversity and the processes that affect it. There are presently 161 sampling sites (see some of them at Supplementary Appendix), most of which use a standardized methodology that allows comparisons across biomes and through time. To date, there are about 1200 publications associated with PPBio that cover topics ranging from natural history to genetics and species distributions. Most of the field data and metadata are available through PPBio web sites or DataONE. Metadata is available for researchers that intend to explore the different faces of Brazilian biodiversity spatio-temporal variation, as well as for managers intending to improve conservation strategies. The Program also fostered, directly and indirectly, local technical capacity building, and supported the training of hundreds of undergraduate and graduate students. The main challenge is maintaining the long-term funding necessary to understand biodiversity patterns and processes under pressure from global environmental changes.

Abstract This article aims at examining the strategic partnerships Brazil developed with China and Japan, between 2003 and 2020, and assessing how these privileged rapports contributed to the country’s quest for autonomy. This will be made through the lenses of Pragmatic Institutionalism and against the backdrop of major developments in global and regional governance that impacted on the Brazilian autonomist project.

Resumo Este artigo analisa o legado das três presidências portuguesas do Conselho da União Europeia (1992, 2000 e 2007) no quadro da Política Externa e de Segurança Comum e da Política Europeia de Segurança e Defesa (PESC/PESD), dando particular destaque aos esforços empreendidos pelas autoridades nacionais para promover o protagonismo global da União Europeia como parte de uma estratégia dirigida a incrementar as credenciais europeias do país e a sua relevância internacional. O artigo confirma a crescente priorização das questões atinentes à PESC/PESD nas agendas das presidências em questão e conclui que, por essa via, se assistiu a um crescendo de projeção da visão portuguesa acerca da atuação externa europeia.
Abstract This article examines the legacy of the three Portuguese Presidencies of the Council of the European Union (1992, 2000 and 2007) in the framework of the Common Foreign and Security Policy (CFSP) and European Security and Defence Policy (ESDP). It places particular emphasis on the efforts undertaken by the national authorities to promote the EU’s global actorness as part of a strategy aimed at enhancing the country’s European credentials and international relevance. The study confirms the incremental prioritization of the CFSP/ESDP-related issues in the Portuguese EU presidencies’ agendas while concluding that, as a result of such tendency, one has witnessed the growing projection of Portugal’s vision of the European foreign policy.

Resumo Um levantamento atualizado das plantas com sementes e análises relevantes acerca desta biodiversidade são apresentados. Este trabalho se iniciou em 2010 com a publicação do Catálogo de Plantas e Fungos e, desde então vem sendo atualizado por mais de 430 especialistas trabalhando online. O Brasil abriga atualmente 32.086 espécies nativas de Angiospermas e 23 espécies nativas de Gimnospermas e estes novos dados mostram um aumento de 3% da riqueza em relação a 2010. A Amazônia é o Domínio Fitogeográfico com o maior número de espécies de Gimnospermas, enquanto que a Floresta Atlântica possui a maior riqueza de Angiospermas. Houve um crescimento considerável no número de espécies e nas taxas de endemismo para a maioria dos Domínios (Caatinga, Cerrado, Floresta Atlântica, Pampa e Pantanal), com exceção da Amazônia que apresentou uma diminuição de 2,5% de endemicidade. Entretanto, a maior parte das plantas com sementes que ocorrem no Brasil (57,4%) é endêmica deste território. A proporção de formas de vida varia de acordo com os diferentes Domínios: árvores são mais expressivas na Amazônia e Floresta Atlântica do que nos outros biomas, ervas são dominantes no Pampa e as lianas apresentam riqueza expressiva na Amazônia, Floresta Atlântica e Pantanal. Este trabalho não só quantifica a biodiversidade brasileira, mas também indica as lacunas de conhecimento e o desafio a ser enfrentado para a conservação desta flora.
Abstract An updated inventory of Brazilian seed plants is presented and offers important insights into the country's biodiversity. This work started in 2010, with the publication of the Plants and Fungi Catalogue, and has been updated since by more than 430 specialists working online. Brazil is home to 32,086 native Angiosperms and 23 native Gymnosperms, showing an increase of 3% in its species richness in relation to 2010. The Amazon Rainforest is the richest Brazilian biome for Gymnosperms, while the Atlantic Rainforest is the richest one for Angiosperms. There was a considerable increment in the number of species and endemism rates for biomes, except for the Amazon that showed a decrease of 2.5% of recorded endemics. However, well over half of Brazillian seed plant species (57.4%) is endemic to this territory. The proportion of life-forms varies among different biomes: trees are more expressive in the Amazon and Atlantic Rainforest biomes while herbs predominate in the Pampa, and lianas are more expressive in the Amazon, Atlantic Rainforest, and Pantanal. This compilation serves not only to quantify Brazilian biodiversity, but also to highlight areas where there information is lacking and to provide a framework for the challenge faced in conserving Brazil's unique and diverse flora.

A União Europeia como Ator na Vizinhança do Leste: O Caso da Ucrânia

O objetivo deste trabalho é analisar e discutir o protagonismo da União Europeia (UE) na sua vizinhança do Leste, visando demonstrar que as relações UE-Ucrânia têm sido instrumentais no aprimoramento da condição de ator internacional desta organização. Tomando como ponto de partida a conceitualização de actorness proposta por Bretherton e Vogler (2006), e sob o pano de fundo da evolução positiva que tem pautado as relações UE-Ucrânia, o presente estudo confirma estarem reunidos, no contexto dessa relação bilateral, os requisitos teóricos indispensáveis à caracterização da UE como ator internacional. Por um lado, no caso ucraniano, Bruxelas conseguiu maximizar as oportunidades abertas pelo sistema internacional, ao passo que tem sabido usar a atração que Kiev sente pelo modelo europeu (presença) como catalisador da influência da UE neste país. A evolução da relação bilateral é, igualmente, sintomática da capacidade da UE, quer na definição da Ucrânia como prioridade da sua atuação internacional, quer no empenhamento de uma diversidade de instrumentos políticos tendo em vista o estreitamento dessa relação (na ausência de uma perspetiva de adesão). Por fim, ficará demonstrado que iniciativas tais como a Parceria Oriental (PO) ou a Sinergia do Mar Negro (SMN) escapam ao modelo teórico de Bretherton e Vogler, configurando casos de aperfeiçoamento da assertividade internacional da UE.
This article examines and discusses the European Union's actorness in its Eastern Neighbourhood, and specially the case of Ukraine. Against this backdrop, it demonstrates that EU-Ukraine relations have been instrumental in the consolidation and enhancement of the EU condition as an international actor. The present study corroborates the characterization of the EU as an international actor based on the conceptualization of actorness advanced by Bretherton and Vogler (2006) while taking into consideration the positive evolution of the EU-Ukraine relations. On the one hand, in the Ukrainian case, Brussels has shown the ability to seize all major opportunities to boost its international visibility. On the other hand, it has succeeded in capitalizing on Kiev's attraction for the European model, to maximize its presence and influence in the country. The evolution of the bilateral rapport is also symptomatic of the EU's capacity that reveals itself not only in the identification of Ukraine as a priority of its foreign policy in the Eastern Neighborhood, but also in the utilization of various political instruments with the deepening of the bilateral relations in view. Finally, this article will attempt to show that the Bretherton and Vogler's framework cannot fully explain such EU's initiatives targeting Ukraine, as the Black Sea Synergy and the Eastern Partnership, which point to a growing improvement of the international assertiveness of the EU.

Tendo como pano de fundo a crescente afirmação da China no Mar da China Meridional, o presente estudo avalia a forma como o Vietnã procurou mitigar o desequilíbrio de poder que se instalou nessa região em consequência de tal desenvolvimento. O principal argumento assenta na ideia de que o Vietnã tende a gerir a crescente assertividade regional da China recorrendo a estratégias de hedging baseadas no reforço e diversificação das suas relações externas. Fazendo incidir o foco analítico nos papéis desempenhados pela União Europeia e pela Rússia, especialmente, nos domínios econômico e militar, o presente artigo examina e discute a estratégia vietnamita de hedging militar com a Rússia e de hedging econômico com a UE.
Against the backdrop of China's assertive policies in the South China Sea, the present study evaluates how Vietnam has sought to mitigate the increasingly unequal regional power distribution vis-à-vis China. It argues that Vietnam tends to cope with China mainly by engaging itself in hedging strategies on the basis of diversified and strong relationships with different players. Appraising the roles of Russia and the European Union (EU), the study analyzes the pay-offs of Vietnam's military hedging with Russia and its economic hedging with the EU.

A presente pesquisa abordou o sentido da vida (Viktor Frankl) e a atitude religiosa. Para a logoterapia, a religiosidade não significa necessariamente a opção por uma crença religiosa, mas pode ser uma das possíveis maneiras de o homem encontrar sentido para a vida. O objetivo deste estudo foi investigar a relação entre o sentido de vida e a atitude religiosa de forma transversal e correlacional. A amostra foi composta por 300 sujeitos de ambos os sexos, 37% homens e 63% mulheres, com idade média de 42 anos. Os instrumentos utilizados foram o Teste Propósito de Vida (PIL-Test), de James C. Crumbauch e Leonard T. Maholick, e a Escala de Atitude Religiosa/Espiritualidade, de Aquino. Os resultados apontam correlações positivas entre a atitude religiosa e a realização existencial, a atitude religiosa e a idade, o desespero existencial e o vazio existencial e a realização existencial e a idade, havendo também correlações negativas entre a atitude religiosa e o desespero existencial, a atitude religiosa e o vazio existencial, o desespero existencial e a realização existencial e o vazio existencial e a realização existencial. Concluiu-se que a atitude religiosa é uma forma de encontro de sentido de vida bem como um elemento de prevenção do vazio existencial e do desespero existencial.
This research has investigated the meaning of life (Viktor Frankl) and the religious attitude. According to logotherapy, religiousness does not necessarily mean the choice for a specific religion, but it can be one of the possible ways for man to find the meaning in life. This study aimed at investigating the relationship between the meaning of life and the religious attitude in a transversal and correlational manner. The sample was composed of 300 participants, male and female. 37% men and 63% women, 42 years old average. The instruments were Crumbauch and Maholick’s Life Purpose Test (PIL-Test) and Aquino’s Religiousness/ Spirituality Attitude Scale. The results showed positive correlations between religious attitude and existential realization, religious attitude and age, existential despair and existential emptiness, and existential realization and age, as well as negative correlations between religious attitude and existential despair, religious attitude and existential emptiness, existential despair and existential realization, and existential emptiness and existential realization. It was observed that the religious attitude is a way to find the meaning of life, as well as an element to avoid existential emptiness and existential despair.
La presente pesquisa abordó el sentido de la vida (Viktor Frankl) y la aptitud religiosa. Para la logoterapia, la religiosidad no significa necesariamente la opción por una creencia religiosa, pero puede ser una de las posibles maneras del hombre de encontrar sentido para la vida. El objetivo de este estudio fue investigar la relación entre el sentido de vida y la actitud religiosa de forma transversal y correlativa. La muestra fue compuesta por 300 sujetos de ambos los sexos, 37% hombres y 63% mujeres, con edad Media de 42 años. Los instrumentos utilizados fueron la Prueba Propósito de Vida (PIL-Test), de James C. Crumbauch y Leonard T. Maholick, y la Escala de Actitud Religiosa/Espiritualidad, de Aquino. Los resultados señalan correlaciones positivas entre la actitud religiosa y la realización existencial, la actitud religiosa y la edad, la desesperación existencial y el vacío existencial y la realización existencial y la edad, habiendo también correlaciones negativas entre la actitud religiosa y la desesperación existencial, la actitud religiosa y el vacío existencial, la desesperación existencial y la realización existencial y el vacío existencial y la realización existencial. Se concluyó que la actitud religiosa es una forma de encuentro de sentido de vida así como un elemento de prevención del vacío existencial y de la desesperación existencial.

Portugal ocupou três vezes a presidência do Conselho da União Europeia. Em 1992, 2000 e 2007 o desafio foi sempre como combinar a salvaguarda dos interesses nacionais e as prioridades, expectativas e desafios da ue. Há um processo de aprendizagem subjacente a cada mandato presidencial que revela a evolução da posição portuguesa em relação ao projecto de integração, na sua vertente política e de afirmação internacional.
Portugal has held the Presidency of the European Council three times since accession in 1986. In 1991, as in 2000 or in 2007 the challenge has always been how to reconcile the national interests of a small member state with the broader priorities, expectations and challenges that the eu has to address. Through this learning process, Portugal’s commitment to European integration and the eu international relations has evolved significantly.
