ABSTRACT This paper presents an actual application of the FITradeoff method to support strategic decisions on military budgets. Using Optimization Techniques and a particular Multicriteria Decision Aid method to assess budget allocation efficiency, a model was built for the Brazilian Defense Ministry. A case study of the Brazilian Navy is described in this paper, whereby this model was used. The focus is on the adaptations of FITradeoff necessary to make it suitable for different groups of decision-makers and staff, performing different tasks on the process. The FITradeoff proposal allowed a group decision with different levels suitable to the military context and high-level strategic decisions. The use of multicriteria in this approach provides a meaningful utility measure. This provides a score value representing the desirability of an alternative, in terms of its attainment of the institution’s strategic objectives. The approach contributed to an approximate gain of 15% in budget efficiency in 2022.

Abstract Although organizational project management maturity models have been well explored, they have been criticized as being ineffective as firms continue to face difficulties in improving their project management practices. Based on a literature review, an alternative methodology was developed, and the arguments for the proposal were analyzed. The analysis demonstrated the importance of integrating a decision making model to develop initiatives toward project management institutionalization appropriate to the organizational context and strategies. This paper proposes a method for the maturity process supported by a problem structuring model: Value-Focused Thinking. This method integrates a reflective analysis into the maturity evaluation process to provide more efficient action plans. The proposed approach provides a new perspective for assessing and planning organizational project management maturity in terms of concentrating on the alignment with organizational strategies. A case study is presented to illustrate its applicability.

Abstract Due to globalization and dynamic business environment, teams in companies are multicultural; as a result, culture may become an important aspect to be considered. The majority of articles regarding projects include factors of success and failure, but only a few embrace cultural perspectives. To provide more insight into the effects of cultural perspectives, this paper presents findings from an exploratory study that investigated how Brazilian information technology companies perceive project success and failure, and then makes inferences regarding the cultural factors. Interviews and questionnaires were applied, and the results provide insights for understanding how cultural factors may influence the project success perceptions. As the primary results, contributions regarding cultural perceptions are offered and related to different dimensions with a view to exploring the cultural aspects as determinant factors of success in a project management environment.

A comunidade científica internacional tem considerado o uso eficiente de energia em sistemas de produção extremamente importante para o desenvolvimento sustentável. Este artigo estuda a melhoria da eficiência energética em sistemas motrizes industriais por meio de mudança tecnológica. Inicialmente é feita uma revisão de literatura para apresentar as principais ações e barreiras para a melhoria da eficiência energética em sistemas industriais de energia e também destacar o uso de uma abordagem multicritério em caso de mudança tecnológica. O artigo apresenta um estudo de caso em uma indústria com o objetivo de ordenar motores elétricos para serem substituídos utilizando o método multicritério PROMETHEE II. O estudo revela que a escolha dos critérios pode alterar a ordem de prioridade de escolha das tecnologias a serem substituídas, com impacto no desempenho das novas tecnologias. O artigo enfatiza a importância da integração de todas as áreas da empresa para que sejam atendidos os interesses da organização.

The international scientific community has considered the efficient use of energy in production systems to be extremely important for sustainable development. This paper studies the improvement of energy efficiency in industrial motor systems through technological change. Initially, a literature review was conducted to present the main actions necessary for and barriers to overcome to improve energy efficiency in industrial energy systems and to highlight the application of a multi-criteria approach in the case of technological change. The paper presents a case study recommending the prioritization of replacing electric motors using the multi-criteria method called PROMETHEE II. The study reveals that the choice of criteria can significantly change the priority of the technologies to be replaced, thus significantly impacting the performance of new technologies. The paper emphasizes the importance of participation from all areas of the company to attend to the organization’s interests.

Setting out to solve operational problems is a frequent part of decision making on public safety. However, the pillars of tactics and strategy are normally disregarded. Thus, this paper focuses on a strategic issue, namely that of a city prioritizing areasin which there is a degree of occurrences for criminality to increase. A multiple criteria approach is taken. The reason for this is that such a situation is normally analyzed from the perspective of the degree of police occurrences. The proposed model is based on a SMARTS multicriteria method and was applied in a Brazilian City. It combines a multicriteria method and a Monte Carlo Simulation to support an analysis of robustness. As a result, we highlight some differences between the model developed and police occurrences model. It might support differentiated policies for zones, by indicating where there should be strong actions, infrastructure investments, monitoring procedures and others public safety policies.

O estilo de liderança que deve ser adotado por um gerente de projetos em relação a seus liderados é um assunto enfatizado em pesquisas recentes. Dentre as teorias, a liderança situacional apresentada por Hersey e Blanchard (2007) aborda as maturidades para o trabalho e psicológica como elementos que influenciam o desempenho dos funcionários. A determinação de tal nível permite a utilização de um estilo de liderança mais adequado. Este artigo aborda a necessidade de utilização de uma ferramenta que auxilie de maneira eficiente o gerente de projetos a adotar o estilo de liderança mais adequado à situação e liderados. Para demonstrar o qual difícil pode ser tal atividade, em uma empresa de tecnologia da informação, foi realizada uma pesquisa avaliando o nível de maturidade de seus liderados. Observou-se que para a liderança ser mais efetiva deve dispor de métodos mais estruturados para tal.

The leadership style that should be adopted by a project manager is a subject that has been emphasized in recent researches. Among several theories, the situational leadership presented by Hersey and Blanchard (2007) approaches working and psychological maturity as elements that influence the performance of employees. The determination of such level allows the use of an adjustable style of leadership. This article approaches the necessity of using a tool that efficiently assists the project manager to adopt an adjustable style of leadership for the situation. In order to demonstrate how difficult such an activity can be, a research in an Information Technology company was fulfilled, evaluating the level of maturity. It was observed that, in order to practice a more effective leadership, it is necessary to count on more structuralized methods.

A gestão de projetos vem sendo alvo de inúmeros estudos nos últimos anos, uma vez que os projetos estão se tornando cada vez mais complexos. Os fornecedores exercem papéis cruciais na gestão de projetos, estando envolvidos em uma rede de atividades conectadas que, se não desenvolvidas de forma adequada, podem comprometer o sucesso do projeto. Dessa forma, aumenta-se a necessidade de fornecedores qualificados, comprometidos com os objetivos do cliente e capazes de empreender os projetos solicitados. A questão abordada é a seleção de fornecedores para um empreendimento que atenda aos múltiplos objetivos dos decisores (representantes do cliente), de modo que desenvolvam um trabalho conjunto, reduzindo custos e promovendo melhorias nos processos construtivos, assegurando, a qualidade do produto final. Diante da complexidade do problema, propõe-se uma sistemática para seleção de fornecedores, que considera o processo de seleção integrada da equipe do projeto, mediante a revisão bibliográfica realizada.

The project management has been the target of numerous studies in recent years since projects have become increasingly complex. The suppliers play crucial roles in project management being involved in a network of connected activities, which if not developed appropriatel, can compromise the success of the project. Hence, there has been a growing need for qualified suppliers, who are committed to the client’s objectives and are able to undertake the projects requested. The question brought up is the suppliers’ selection for a project according to the multiple criteria of the decision makers (clients representation ), so they can undertake an integrated work reducing costs and providing improvements in the constructive processes, assuring the quality of the final product. Due to the complexity of the problem, a systematic proposal is put forward for selecting suppliers considering an integrated selection process of the project team based on the literature review carried out.

Este trabalho está relacionado ao problema de priorização de atividades em projetos de construção. A questão básica a ser tratada é o meio pelo qual pode ser realizada uma priorização das diversas atividades que ocorrem em paralelo em projetos de construção, à luz de múltiplos critérios. Devido às características intrínsecas do problema, foi desenvolvido um método multicritério ELECTRE IV-H, baseado no método ELECTRE IV, apresentando uma nova abordagem para determinação das relações de sobreclassificação. Portanto, este trabalho apresenta uma proposta para lidar com problemas de priorização de atividades em projetos de construção considerando a dificuldade de obtenção de informações para estruturação do problema de decisão, isto é, quando os decisores não podem estabelecer a importância relativa entre os critérios.

This paper deals with activities prioritization of construction projects. The key question is related to the establishment of activities prioritization procedure in a multiple-project view, considering multiple criteria. Taking into account particular aspects of this problem, a new multicriteria method ELECTRE IV-H (based on ELECTRE IV method) was developed as a new approach to build an outranking relation. Thus, this paper presents this new proposed method to evaluate activities prioritization problem in construction projects, considering the difficulty of obtaining information during the structuring of the decision problem, i.e., when decision-makers can not establish the relative importance among criteria.

O setor da construção civil ocupa um lugar de destaque para o desenvolvimento econômico e social do país, gerando bens direcionados às necessidades humanas. O processo de gestão de materiais tem assumido grande relevância, apontando seu caráter estratégico de potencial redutor de custos e propulsor da inovação tecnológica e organizacional das empresas de construção. A questão básica a ser tratada é a forma como pode ser realizada uma classificação dos materiais à luz de múltiplos critérios, visto que esse procedimento não é aplicado no setor, e que pode ocasionar problemas como falta de materiais e interrupção da produção. Portanto, este trabalho apresenta o uso de um modelo de decisão multicritério, para o processo de gestão de materiais na construção civil, visando classificar os materiais de uma obra em três categorias às quais devem ser adotados procedimentos de políticas de estoques.

The civil construction sector has an important place in the country's economic and social development, producing goods of attendance related to the human necessities or to the productive capacity. The management material process has assumed great relevance due to its strategic role on reducing costs and pushing up the construction companies' technological and organizational innovation. The basic question to be considered is the way that material classification can be done using multiple criteria; hence this procedure is not being use in the construction site and may lead into problems such as lack of materials and production interruption. Thus, this work presents a case study, aiming to present a structuralized multicriteria model to the decision process in the civil construction materials management. The model aim to categorize the material in three classes.
