Urban analysis and precarious settlements assessment: a methodological guide

The purpose of this paper is to point out the instrumental role of the Urban Analysis on the urbanistic-environmental assessment of precarious settlements, a methodological framework capable of depicting, measuring and evaluating the asymmetries that make these settlements so distinct from the formal city. In its analytical stage, the methodology takes on a thematic structure that establishes the factors whose variation will make for either a higher or a lower degree of quality of life in these settlements, and which represent the erosion of spatial standards and relations. The synthesis process ties the analysis categories, sorting them in a spatial and hierarchical way by categories of problems. The method establishes benchmarks to assess the level of transformation to be produced by the urban interventions, providing a reference for the formulation of decisions, which may range from consolidating the existing urban fabric to its replacement - a key data for the Project itself, as well as for monitoring the urban interventions thereof.
