Environmental policies - for whom?

It has lately been common practice that public policies for economic development take environmental protection into consideration. However, they have shown to be ineffective if formulated without popular participation. This lack in participation derives from social power relations, mistrust in institutions and a distorted perception of environmental problems. The solution is to consider the contributions of all stakeholders right from the beginning where environmental policies are formulated.
