Sustainable development is a collective goal, in which the isolated actions give little effect. Due to this, projects worldwide aimed at the alignment of multiple isolated actions in collective action. Proposals such as Agenda 21 efforts intended to enhance the participation of social. It is known, however, that the governance of collective action is a challenge for both managers and for researchers. This paper aims to propose and analyze a set of constructs that characterizes the collective governance of local sustainable development. It is an exploratory research, using the method of multicase study. Its empirical field was formed by four boards of the state of RS, located in São Lourenço do Sul, Gravataí, Ijuí and Vacaria. The data collected led to five constructs: common goals, norms, involvement, communication and resources. These results also allowed to contribute regarding the improvement of the methodology of National Agenda 21.
