Evaluation model of school management performance under the criteria of efficiency, effectiveness, responsiveness and relevance

The management performance of educational organizations is studied, by simultaneously considering the criteria of efficiency, effectiveness, responsiveness and relevance. Such performance is analyzed through a performance frontier built from a model of data envelopment analysis, based on Quinn and Rohrbaugh's Spatial Model, as well as on Sander´s Multidimensional Paradigm. The Model for Evaluation of Educational Organizations Management Performance proposed joins efficiency, effectiveness, responsiveness and relevance indicators in a single performance score. It has been applied to the evaluation of the management performance of high schools in the state of Santa Catarina, Brazil. The Model has provided performance scores and optimal management performance goals for the evaluated schools. It has also identified the reference schools and correspondent management performance empiric frontier for the set of schools. The results illustrate the validity of the Model as an instrument for the evaluation of management performance aiming at the quality improvement of educational organizations.
