The political-pedagogic project and the school development plan: two antagonistic conceptions of school administration

This paper analyses some of the proposals for school administration in Brazil that point to the establishment of a new school culture, rooted in autonomy and community participation into school decision-making. It shows that this participation is only conceived of as an inspecting means inspection and does not give the subjects any capacity to institute rules for the organizations. Moreover, it points out that two different conceptions live together, which belong to opposite theoretical models.
