The emergence of a new international agenda for development, which corresponds to the proposition of a new institutional arrangement of support, takes into consideration the participation of the market, State and civil society. Within this context, the dichotomy between State intervention and social regulation by the market no longer reaches the complexity that the social regulation demands to comply with the requirements of the situation of socioeconomic crisis. The propositions of the international organizations point to the interpretation of an institutionally agreed consensus. Non-governmental organizations and companies then become important in a kind of cooperation that aims at a unified proposal for the formulation and implementation of public policies. Based on the reading of official documents and academic literature, this paper discusses the paradoxes presented by this proposition from a critical perspective.
