Administration; culture and development

There is a growing interest on the part of the academy and public and private organizations in issues related to cultural studies. Most of the times, discussions about this issue has two focuses. The first is related to the debate over who should be responsible for Culture, the state or the market. The second refers to the development of a cultural industry and its strategic and marketing implicatons. Despite the actual discussions about the importance of culture as a fundamental element for the development, there are some difficulties in understanding the role of the state before this perspective. The objective of this article is to analyze the relation between culture and development in a center/periphery context.
