The Education Development Plan: a new model of state regulation?

This article discusses the role of the State, the relationships established between the different spheres of the federal government and learning institutions, as well as the different forms of regulation contained in the Education Development Plan. In order to do so, it analyses the plan's proposal of educational management and the potential and limits of the choice of the municipality as the privileged "territory" in this educational regulation model.
