The climatic availabilities for human thermal comfort in Santa Maria, RS -Brazil, were determined. The daily data of minimum and maximum air temperatures, and air and wet bulb temperatures at the standard local time (9h, 15h and 21h), were collected from 1969 to 2011 and were measured in a non aspirated psychrometer at the Meteorological Station located in Santa Maria - RS (29°42'S; 53°42'W; 95m). The index of daily Effective Temperatures was calculated using the method of THOM (1959). In average, the discomfort by the low temperatures occurs during the morning (9h) in the seven coldest month of the year, at night (21h) in the six coldest month of the year, and in the afternoon (15h) in four of the coldest months of the year, and, for high temperatures, in the afternoon (15h) in January. However, the standard deviation of the index varies from 4.1 to 1.8, indicating the occurrence of days or hours with discrepancy values from that of the average, mainly in the coldest months of the year, when the variability is greater
