Life quality and public policies in Feira de Santana borough

This article analyzes the public policies in Feira de Santana borough related to the population's life quality expressed in the human development index. It was made, focusing on public policies and government actions related to the human development index in the educational, health and environmental areas. Descriptive study which explores quantitative and qualitative aspects through the analysis of the Organic Law, the county budget and interviews with county secretaries. The educational area has got the greatest budget of the county and shows a 20% illiteracy rate. In the health area there has been a 34% increase in the budget for the year 2002. There has been an increase in the indexes of life expectancy of the newly born and children in the last decades. In the environmental area the budget dotation is low in relation to the county needs. There is a 70% deficit in covering the sewerage system and environmental degradation through the irregular occupation of the ponds. The actions developed in the educational and health areas have the greatest budget dotations in the analyzed decade. The environmental area has got modern laws, however low budget dotation, therefore depending on external funding to implement basic sewerage actions.
