The technical cooperation Paho-Brazil in the education of health workers (1973-1983)

This paper discusses the human resources policies in health in Brazil, from the basis of the technical cooperation in this area between the Pan-American Health Organization (PAHO/WHO) and the Brazilian government. The study examines the formulation and implementation of the "Agreement for Human Resources Development for Health in Brazil", especially from the beginning of the Program for Strategic Development of Health Personnel in 1975. The paper finally discusses the implications of this Program, whose reflections are felt up to the present days, for the institutionalization of RH in health as part of the public health administration, for the organization of the field of collective health in Brazil, and for the criticisms and reforms in the country's health systems.
