Transição e movimentos sociais contribuição ao debate da reforma sanitária

A study designed to analyse the development of the urban social movement concept of the Brazilian social science. It is shown that the paradigm of the social movement neglected to consider institutional questions in its political strategy. The study also analysed the social movement theoretical framework as a "cultural conditions" that limited its impact on the Brazilian institutional dynamics. It is concluded that a low political effication was one important factor that explained the few changes in the 1980's social public polices.
