Political and economic compromises at the first stage of the current redemocratization process are today strong obstacles to institucional reforms thought to be required in any new growth strategy. The role of regional interests, conflicts between industries in existence before II National Plan of Development and those there after installed and public sector foreign debt are emphasized. A final reference is also made about current government rethoric and effective indicators of any rupture in this scenario of impasse.
