The concept of the health economic-industrial complex in practice: a look at productive development partnerships

Abstract

Based on the concept of the Health Economic-Industrial Complex, this paper aims at analyzing the policy design proposed by Productive Development Partnerships (PDPs), as well as its most relevant results, through a critical assessment of the degree of achievement of the main policy explicit goals. Conducting an extensive bibliographic review of materials related to the area of PDPs, the main contribution of the article consists in carrying out an organized synthesis of the principal arguments regarding the potentialities and limits associated with the policy model concerning the proposed objectives, which are separated according to the following categories: public purchases, national production of medicines, innovation processes and social impacts. It also presents reflections about possible improvements to the policy model, so that its goals can be reached with even greater success.
