This article is about the strategies employed by the Provisional Joint of Government of the province of Espírito Santo to promote the occupation, ordering and development of the province in the years 1822 and 1823. To remedy demands that prevailed for centuries in the region, the Joint mobilized the elite and the segments that were called poor people. This mobilization expanded existing links between politics and economy and strengthened social hierarchies coming from colonial times.
