The Education Development Plan and the Articulated Action Plan: interferences and contradictions of the Articulated Action Plan in the management of municipal education systems in Goiás

Abstract

The article analyzes the interference of the Education Development Plan and the Articulated Action Plan (PAR) in the management of municipal education systems in Goiás, Brazil. Data collection was made by documentary analysis, means of application of questionnaires and half-structured interviews. The results demonstrate the relative interference of the Articulated Action Plan on management systems and the constitution of educational planning practices in municipalities, as well as the contradictions concerning the perspective of management and planning contained in the PAR in the context of municipal education systems.
