The state policies for support of the PNPG 2011-2020: the case of FAPEMIG-CAPES

This paper presents the graduate policy developed in the state of Minas Gerais based on the collaboration between the state agency - FAPEMIG and the national agency - CAPES. Emphasis is given to two agreements signed by these agencies. The first one is focused on the results achieved so far and the second on the expectations to deepen and refine this successful partnership. It tries to demonstrate, one the one hand, how graduate courses may be benefited and the search for excellence accelerated and, on the other, that these courses may effectively collaborate to improve the quality of primary education in the country. In order to achieve this, the national policy for post graduate courses must be as focused, consistent and strong as demonstrated in the presented model which, in turn, requires the participation of the state agencies together with the federal ones. The paper presents recommendations that may help in the design of this policy on a national level, aiming at improving the national education as whole.
