“Educate to grow” or audit to grow? Governing development

Abstract

This paper analyzes the operation of a section of the site “Educate to grow”, which publishes the results of the Basic Education Development Index (IDEB) based on the Cultural Studies and on Foucault’s notion of discourse. It argues that the device sets in motion both discourses that act as regimes of truth and technologies that capture the subjectivity of Internet users in order to make them accountable and self-accountable for auditing school achievement. By mixing aspects of the pedagogical tradition with discourses of managerial and developmental character, as well as pictorial resources from the Brazilian soap opera scene, the device comprises a corporate pedagogy which invites each and every one to supervise the quality of basic education, thus constituting the driving force for the development of the country and its insertion in the global market.
