Public and private in Argentine education within the political project of the "alianza cambiemos" (2015-2019): critical remarks on a research agenda

ABSTRACT

This work sets forth some relevant features of the educational politics of M. Macri administrations in Argentina (2015-2019) in order to analyze the evolution of several forms of privatization and changes in public-private borders in education, and of the research views which seek to understand them. The economic and political limits in the twelve-years cycle of the progressive governments of Néstor Kirchner and Cristina Fernández are remarked. The main policies in the renewed program of structural adjustment for accumulation recovering are recalled, as well as the main consequences, the impairment of global economic and social status and its correlatives with the public educational system: (budget reduction, system reshaping, dwindling teachers´wages). The main approaches analyzing the trends to endogenous and exogenous privatization of education are recalled. These trends are bound to the rising influence of educational business representatives within a system historically marked by a strong stand of the State as an education provider. In this work an alternative focus, more attentive to the condition of production and reproduction of the capitalist society as a whole, and of the national one, is proposed. It is based on a materialistic analysis, in order to restore the unity of economic and political dimensions to explain the transformations of public education, the role of the State and the educational systems.
