The expansion of higher education in Brazil and distance learning: dynamics and places

This work is based on an analysis of documents establishing distance learning in Brazil, more specifically on the Decree that regulates it and on the Quality Benchmarks for Higher Distance learning. The analysis emphasizes two aspects: the expansion logic of higher education that also affects the distance mode and is intrinsic to this type of education, and the logic established in its organization, founded, independently of the nature of the universities or colleges, on the items needed to implement their systems. Since these logics complement each other, the provision of distance learning, both in the public and private sectors, presents a very similar model, which conditions the quality of the courses and show their "place" in higher education.
