Literacy, language, and ideology

This article conceives literacy as a form of cultural policy. It criticizes literacy theories in order to make room for a new approach. It also focuses on literacy campaigns, especially those carried out in former colonies of Africa. Finally, the paper argues that if literacy programs are to adopt a liberating perspective, they must be based on the students' own language.
