Political participation and learning in participative budget: a case study in a commune of Santa Catarina, Brazil

During almost two decades, various experiments of institutional participation had been placed in practice in Brazil: managing councils of public policies, forums and Participative Budgets are new institutionalities that are already part of the Brazilian democratic scenario. Despite the ample diffusion of the experiences, we know little regarding its real impacts in terms of the learning of the participants. From a research with experiences of participative budget in communes of the state of Santa Catarina, and more specifically with the participatory budgeting in the municipality of Biguaçu, this work aims to appoint some impacts of this participative institution in regard to political learning
