Federative cooperation and collaboration in professional and technological education

The 1988 Constitution - article 23, single paragraph -, provides for the regulation of the cooperation between Union, States, Federal District and the municipalities by supplementary laws. However, this has not happened yet and federative forms of collaboration, in order to offer professional and technological education have been intensified since 2003. Based on relevant literature and documents, this article examines this question, especially some aspects related to the importance, advances and limitations of the collaborative process in light of the requirement and challenges of the systemic integration of this kind of education in the building of the National Education System and the regulation of the institutional cooperation framework.
