We report the experience of working with Communication and Education in the Health area in a cooperation project including the university, health services and community organizations for the integrated development of innovative models of teaching, local health systems and community participation. We present a proposal for the operation of Communication and Education in health, emphasizing the interaction service-community. In the community, not only the strengthening of the user’s formal instances of participation are sought but also the development of other spaces for communication and interaction between the services and community. Thus, "patients" will be able to be progressively transformed into "citizen-users".
