In this paper it is made a map of public policies for local development of artisanal fishing and aquaculture in the region of Piancó Valley, Paraíba, through the projects established by governmental organizations. It is analized the construction of institutional capital to implement projects in a region with the water potential of 2 billion cubic meters of stored water.
