Utilitarism, politics and culture in the agenda of the waters

This work presents a conceptual critique about the neoclassical comprehension of the environmental question. The article proposes an analysis of the logical-deductive model used by the neoclassical environmental economy for the interpretation of the socio-environmental conflicts. It presents a critical revision of the neoclassic principles starting from the case of the access to water resources. Particularly, the work will treat the use of economical instruments of environmental policy experience of the water management in Brazil.
