Corruption control and State reform

On the basis of a case study of the administration of the State government of São Paulo between 1995 and 2000 the ways in which the problem of corruption makes itself felt and the legal and institutional measures taken to put it under control are examined. Special attention is given to the question of the internal controls of the State apparatus.
