Decentralization, health and citizenship

The relationships between decentralization, rationality and democracy are examined with reference to the Brazilian health system. The author argues that the limitations imposed on the decentralizing process by the 1988 Constitution impair its democratizing effects. She shows for the case of health how this process takes the form of a recentralization which gives priority to a strictly economic rationality
