"As if it was a council-man election": participatory dynamics and party disputes in the city of São Paulo

This article discloses and analyzes the mobilization of popular actors to elect their representatives in the fourth administration of the Conselho Municipal de Habitação (CMH - Municipal Lua Nova, São Paulo, 84: 353-364, 2011 359 Housing Council) of Sao Paulo. We consider the relationship between social movement, parties, government, and also recover some facts that characterize the action of the representatives in this space, which is consolidating itself as a relevant political arena in the city's housing policy. One of the main findings of the research alludes to the importance of the connections and links between movement, governments and parties to understand the dynamic of participation and its results. We see the participation as a process that nourish itself from the actors' previous and familiar repertoires, and also build itself - not without tensions - from connections and loyalties already established in the previous executive and legislative electoral battles.
