Em contraste com a multiplicação de estudos de caso empíricos e considerando a distinção entre o dado e o possível, o autor defende a busca de explicações para o atrativo que determinados paradigmas de políticas de desenvolvimento exercem em períodos históricos específicos. Isto é feito mediante uma combinação de enfoques teóricos econômicos, sociológicos e políticos, sem medo da "grande teoria". Aplica-se de maneira sistemática a idéia de coerência no exame dos ajustes entre conceitos políticos, estratégias de desenvolvimento e orientações econômicas relativamente à ordem monetária mundial e ao sistema hegemônico. A globalização é pensada no seu alcance e no seu limite, dados ambos pelos recursos finitos do planeta Terra.

Against the mere multiplication of empirical case studies and considering the distintion between the actual and the possible the author defends the use of a mix of economic, sociological and political theoretical approaches in order to explain the attraction exercised by some development policy paradigms, without fear of "grand theory". The idea of coerence between political concepts, development strategies and economic orientations is systematically applied in the study of their adjustments regarding the international monetary order and the hegemonic system. Globalization is conceived in its scope and in its limit, both given by the finite resources of the planet Earth

As grandes mudanças na Europa contemporânea exigem para a sua compreensão um exame das trajetórias históricas dos seus fundamentos valorativos e do modo como eles se manifestam nas condições atuais. O autor examina, de uma perspectiva "iluminista", os sinais de erosão de certas crenças e de emergência de novas orientações valorativas.

The great changes in contemporary Europe must be understood taking into acount the historical paths of its basic values and the way they manifest themselves in the present conditions. The author examines, from an "enlightened" point of view, the signs of erosion of some beliefs as well as of the emergence of new value orientations.

Embora a literatura sobre democratização tenha dedicado consideravel atenção ao conceito de modos de transição, as tentativas de explicar as perspectivas de consolidação democrática como conseqüência do modo de transição revelam-se inconclusivas. Revisitando esse debate, este artigo sustenta que o modo de transição afeta o padrão de competição entre elites, as regas institucionais elaboradas durante o período de transição e a disposição de atores-chave a aceitar ou rejeitar as novas regras do jogo. Dá-se conteúdo substantivo a esse argumento mediante uma comparação inter-regional que abrange os casos da Argentina, do Brasil, do Chile, da Bulgária, da Tchecoslováquia, da Hungria e da Polônia.

While the literature on democratization has devoted considerable attention to the concept of modes of transition, the attempts to explain the prospects of democratic consolidation as a consequence of the mode of transition have been inconclusive. Revisiting this debate, this article argues that the mode of transition affects the pattern of elite competition, the institutional rules that are crafted during the period of transition, and the disposition of key actors to accept or reject the new rules of the game. This argument is substantiated through a cross-regional comparison encompassing the cases of Argentina, Brazil Chile, Bulgaria, Czechoslovakia, Hungary and Poland.

Com base na descoberta da importância dos fatores econômicos na sustentação das democracias os autores constatam, após observar 135 países entre 1950 e 1990, que riqueza, crescimento com inflação moderada, desigualdade em declínio, clima internacional favorável e - na dimensão institucional - parlamentarismo são condições propícias à preservação de um regime democrático. E argumentam que é falsa a suposição de que as ditaduras favoreceriam o desenvolvimento econômico nos países pobres e de que estes, uma vez desenvolvidos, teriam seus regimes ditatoriais substituídos por democracias.

On the basis of the key finding that economic factors are strongly related to the endurance of democratic regimes, the authors argue that affluence, growth with moderate inflation, declining income inequality, favorable international climate , and - concerning institutional design - a parliamentary system, are the requisitive conditions for the durability of democracies. They also reject as false the commonly held view according to which ditactorships promote economic development in poor countries and that these, having become developed, would have their dictatorships replaced by democratic regimes.

Este artigo analisa o incremento do poder dos governadores e o ressurgimento dos interesses políticos estaduais como determinantes do comportamento dos congressistas durante a transição democrática. Para isso, os autores explicam como os governos militares fracassaram em reduzir a influência das redes políticas estaduais sobre a classe política e como os governadores remergiram e tornaram-se atores fundamentais para derrubar o regime autoritário. Por fim, fornecem exemplos de como os interesses estaduais e os governadores tiveram papel-chave durante a transição e ainda continuam a tê-lo na política brasileira contemporânea.

This article analyzes the increase in the power of state governors and the resurgence of the state-based interests of the members of the National Congress during Brazil's transition to democracy. The 1964-85 military regime's failure to reduce the influence of state-based interests and the reemergence of the state governors as powerful political actors in Brazil are explained. Examples are provided of how state interests and state governors have influenced the transition process and continue to play key roles in contemporary Brazilian politics.

Mediante a análise de um survey realizado em São Paulo os autores examinam a representatividade das centrais sindicais perante os membros de sindicatos filiados. O foco da análise é dado pela questão da capacidade das centrais sindicais de efetivamente atingir suas bases e de converter seus discursos e suas práticas em fatores de constituição de identidades nos planos sindical e político. A resposta inicial é positiva: esse poder existe. A análise mais detida demonstra diferenças significativas entre as centrais sindicais, tanto no que diz respeito às atitudes e práticas políticas dos integrantes de sindicatos filiados quanto no tocante às atitudes e práticas sindicais.

Through the analysis of a survey conducted in São Paulo the authors examine the representativity of the Brazilian trade union confederations towards the members of affiliated unions. The focus of analysis is given by the question of the capability of the union centrals of effectively reaching their rank and file and of turning their discourses and practices into elements for the constitution of identities on the union and political levels. The initial answer is positive: there is such a power. Further analysis reveals significant differences between trade union confederations concerning both political and unionist attitudes and practices.

Discutem-se as mudanças no sistema de saúde brasileiro em período recente da ótica das políticas sociais. A partir do enunciado da exclusão social como questão central a ser enfrentada pelas políticas sociais e da noção de contra-reforma em oposição à reforma virtuosa e necessária do Estado, analisam-se as políticas de saúde, privilegiando a denominada Reforma Sanitária e a implementação do SUS. O artigo sustenta a exigência de se promover a articulação das reformas do sistema de saúde com as políticas econômicas de modo a apontar para um novo padrão de desenvolvimento, com sólidas bases sociais e orientado ética e politicamente para a inclusão.

Changes in the Brazilian health system are discussed from the point of view of social policies. Taking social exclusion as the central question to be faced by social policies and contra-reform as the opposite of the virtuous and necessary reform of the State, the article analyzes Brazilian health policies, chiefly regarding the so-called Sanitary Reform and the National Health Service (SUS). It is argued that the articulation between the reforms of the health system and economic policies should be promoted having in view a new development pattern, with strong social foundations and ethically and politically oriented towards social inclusion.

A violência no Rio, ao contrário do que se é levado a crer pela sua reelaboração mítica, não é produzida primordialmente pela pobreza e pela exclusão. O déficit do Estado é uma causa muito mais importante do fenômeno nos anos 80. E há certas formas de violência juvenil no Rio - o "surfe ferroviário", o "arrastão" - que devem ser entendidas em termos de uma modernização por baixo da sociedade brasileira.

Contrarily to what one is lead to believe by its mytical reelabo-ration violence in Rio is not primordially produced by poverty and exclusion. The lack of state services is much more important as a cause of violence during the eighties. Moreover, some forms of youthfull violence are best understood as a kind of restricted modernization.

Confrontando-se as teorias clássicas da modernidade e as teorias sociológicas contemporâneas da socialização, propõe-se uma concepção "fragmentada" da socialização, que renuncia a uma apresentação globalizante da realidade social. Para essa concepção, a unidade de socialização (em particular, da socialização escolar) aparece não como dado e sim como produto do trabalho dos atores.

Contrasting classical theories of modernity and contemporary sociological theories of modernization a "fragmented" conception of socialization is proposed, which renounces to any globalizing presentation of social reality. For this conception the unity of socialization (particularly school socialization) appears not as given but as a product of the actor's work.

Este artigo discute a pertinência do Projeto Interpretativo de Clifford Geertz, cuja proposição central é a de que a cultura deve ser entendida como se fosse um texto. Revisitando exemplos do próprio Geertz, argumenta-se que eles podem ser melhor compreendidos recorrendo-se à concepção convencional de ciência que Geertz rejeita.

This article discusses the merits of Clifford Geertz's Interpretative Project, the central claim of which is that culture should be viewed as a text. Revisiting Geertz's own examples, it is argued that they are better understood by the conventional science that Geertz rejects.

Com base na distinção entre teorias da tecnologia "prometéicas" (que proclamam os benefícios do progresso da razão científica) e "fáusticas" (que duvidam disto) o autor examina a questão das novas tecnologias no mundo atual, dado um quadro político em que as grandes propostas de intervenção global na natureza humana não têm mais lugar, mas a rede de intervenções pontuais levanta por outro lado o risco da "tirania das possibilidades tecnológicas".

On the basis of a distinction between two kinds of theories of technology (one believing in the benefits of the progress of a scientific rationality and the other casting doubts on this) the author examines the question of the new technologies in our days, given a political framework in which the grand proposals for transforming human nature are no longer feasible but the network of small actual interventions raises from another standpoint the risk of the "tirany of the technological possibilities".
