O artigo examina como a crítica entendeu, ao longo do tempo, a relação entre A tempestade e a América. Destaca as atitudes cambiantes sobre a peça de William Shakespeare e os habitantes da ilha onde ela se desenrola. Mostra, em especial, como Próspero, de um governante sábio, converte-se num tirano colonialista, ao passo que Caliban, de monstro selvagem, torna-se um símbolo do Terceiro Mundo. Nesse sentido, A tempestade é interpretada como uma rica fonte de metáforas para se pensar a América.

The article examines how the relationship between The tempest and America was understood throughout history. It emphasizes the changing attitudes towards William Shakespeare´s play and the inhabitants of the island where it takes place. It points out, specially, how Prospero, from a wise ruler becomes a colonialist tyrant, while Caliban, from a savage monster is transformed into a Third World symbol. Thus, The tempest is seen as a rich source of metaphors to think America.

O autor define neste ensaio o progresso ou o desenvolvimento humano como o gradual alcance dos cinco objetivos políticos que as sociedades modernas definiram para si próprias (segurança, liberdade individual, bem-estar, justiça social e proteção do ambiente), e o distingue do desenvolvimento econômico ou do crescimento econômico - o processo de acumulação de capital com incorporação de progresso técnico que aumenta os padrões de vida. E defende a tese de que o desenvolvimento econômico, ao produzir um excedente econômico em relação ao nível de subsistência da renda por habitante, é estratégico para o alcance dos cinco objetivos políticos acima referidos.

In this essay the author defines progress or human development as the gradual achievement of the five policy objectives that modern societies have defined for themselves (security, individual liberty, economic wellbeing, social justice and protection of the environment), and distinguishes it from economic development or economic growth - the process of capital accumulation with the incorporation of technical progress that increases standards of living. And defends the thesis that, in so far economic development produces an increasing economic surplus over subsistence level, it is strategic to reach the other above referred five political objectives.

O estudo procura fazer um mapeamento analítico das atuais formas de interação entre atores estatais e sociais nos processos de formulação e controle de políticas públicas no Brasil. Para tal, adota o conceito de interfaces socioestatais com o objetivo ampliar nossa capacidade de compreender o fenômeno, indo além das abordagens que enfatizaram apenas os espaços de participação e deliberação. As análises envolvem dados sobre todos os programas federais de 2002 a 2010, indicando os padrões de evolução temporal, diversificação e distribuição setorial de interfaces socioestatais em nível nacional. Os resultados revelam que as diferentes interfaces socioestatais têm afinidades com diferentes setores da burocracia federal, desempenhando neles papéis também diferenciados, sustentando a percepção de uma "ecologia" complexa das relações entre Estado e sociedade no Brasil contemporâneo.

The paper develops an analytical mapping of contemporary forms of interaction between state and societal actors in the processes of making and controlling public policies in Brazil. In order to broaden the scope of analysis and go beyond current approaches that have emphasized participation spaces and public deliberation, we use the concept "state-society interfaces". We analyze data on all federal programs from 2002 to 2010, trying to identify the patterns of longitudinal evolution, diversification, and sectorial distribution of a set of interfaces at the national level. The findings reveal that different types of state-society interfaces are associated with different sectors of the federal bureaucracy, performing different roles in each of them. We argue these findings support the perception of a complex "ecology" of state and society relationship in contemporary Brazil.

Amitai Etzioni, principal expoente do comunitarismo responsivo norte-americano, desenvolve uma teoria sistemática em torno do princípio de que as comunidades são indispensáveis à boa sociedade, a qual se caracteriza pelo equilíbrio Estado-comunidade-mercado, donde deriva uma orientação inovadora às políticas públicas, marcada pela sinergia entre as três esferas. O texto apresenta as linhas gerais do percurso intelectual do autor, dos escritos iniciais sobre a sociologia das organizações às obras em que expõe o paradigma sociopolítico, cujos principais conceitos e temas são detalhados.

Amitai Etzioni, leading exponent of responsive communitarianism, develops a systematic theory around the principle that communities are essential to good society, which is characterized by the state-community-market balance, whence derives an orientation innovative public policies, marked by synergy between the three spheres. The paper presents the outline of the author's intellectual journey, from early writings about the sociology of organizations to the works in that exposes the sociopolitical paradigm, whose main concepts and themes are detailed.

Este artigo propõe a discussão da solidariedade social, tendo como referência as transformações capitalistas das últimas décadas do século XX e o surgimento de formas alternativas de geração de renda, fora das relações de assalariamento formal, que estruturaram políticas sociais inclusivas. Tendo como referência o movimento de economia solidária no Brasil, abordamos algumas questões fundamentais do debate sobre a construção da solidariedade social que a configurou: o coletivismo laico e o católico, o Estado de Bem-Estar Social, a crise do trabalho e da chamada sociedade salarial.

This paper purposes a discussion about social solidarity, having as reference the capitalist transformations in the last decades of the 20th century as well as the appearing of alternative forms of income generating out of the salary formal relationships, which have structured the inclusive social policies. Having the solidarity economy movement in Brazil as reference, we face a some fundamental issues of the debate about the social solidarity building embraces: the secular and the Catholic collectivism, the Welfare State, the crisis of work and the so-called wage-based society.

Este artigo analisa o período de 1961 a 1964, quando a sociedade brasileira vivenciou o processo de gestação, desenvolvimento, apogeu e declínio da Política Externa Independente (PEI). Na vigência das presidências de Jânio Quadros e, posteriormente, João Goulart, observa-se expressivo envolvimento da opinião pública com assuntos de política exterior, envolvimento esse que é fruto de um amálgama entre o populismo e o desenvolvimento e a disseminação dos meios de comunicação de massa, bem como ao aumento dos níveis de alfabetização da população brasileira, acompanhado da crescente urbanização. Alimentou-se um debate que evoluiu para embates de opinião sobre a política exterior do país. A paulatina polarização das tendências de opinião foi um dos fatores que contribuíram decisivamente para o golpe de 1964.

This article analyzes the development, apogee and rapid decline of Brazil's Independent Foreign Policy (1961-64), a period when it is possible to observe close and profound interactions between public opinion and the country's foreign policy. Back then, Brazilian politics on every sphere - domestic and international - was marked by populism which, allied to the fact that mass media and other resonance boxes of public opinion were arising and being strengthened in the country, helped create and develop the fundamental relations between public opinion trends and the directions taken by the government in the international arena. The gradual polarization of opinion trends in relation to the country's international insertion eventually led to the 1964 Coup d'État.

O artigo discute criticamente o modelo de colisão entre regimes jurídicos e constitucionais à luz da concepção de transconstitucionalismo. Em um primeiro momento, o autor procura afastar-se da ideia em voga de que teria ocorrido a emergência de uma multidão de novas constituições, conforme um uso inflacionário do termo "constituição". Em um segundo passo, o artigo faz uma crítica ao modelo de fragmentação de regimes jurídicos e constitucionais, tal como proposto por Gunther Teubner, para apontar a necessidade de tessitura dos fragmentos, na perspectiva de uma razão transversal. Em seguida, o autor expõe o problema transconstitucional do homicídio de crianças recém-nascidas com deficiências, entre os índios Suruahá e outros grupos indígenas, para colocar o paradoxo do transconstitucionalismo além de um modelo ocidentalista e simplesmente cosmopolita de constitucionalismo global. Na observação final, o autor aponta para um caminho que vai além de reconhecer que todo observador tem um ponto cego, para enfatizar uma perspectiva de alteridade em que o ponto de cego de um pode ser visto por um outro, em uma conexão transversal de dupla contingência.

The paper critically discusses the theorical model that emphasizes the collision between legal and constitutional regimes in the light of the theory of transconstitutionalism. At first, the author takes distance from the currently widespread idea that there has been the emergence of a multitude of new constitutions according to an inflationary use of the term "constitution". In a second step, the paper develops a critical approach on the model of fragmentation of legal and constitutional regimes, as proposed by Gunther Teubner, in order to point out the need for weaving of fragments in the perspective a transversal rationality. Then, the author exposes the transconstitutional problem concerning the murder of newborn children with disabilities, among Suruawa Indians and other indigenous groups to approach the paradox transconstitutionalism beyond a westerner and simply cosmopolitan global constitutionalism model. In the final observation, the author points to a path that goes beyond recognizing that every observer has a blind spot to emphasize to gain a perspective of alterity in which a blind point can be seen by another in a transversal connection of double contingency.

O texto realiza uma análise de dois coletivos de ativismo queer existentes em Portugal e Chile. Após retomar a história dos movimentos LGBT (Lésbicas, Gays, Bissexuais, Travestis, Transexuais e Transgêneros) e as suas principais conquistas, em especial em relação aos marcos legais, o artigo apresenta e analisa o ativismo queer do grupo Panteras Rosa e do Coletivo Universitário de Dissidência Sexual (CUDS). O objetivo é, ao demonstrar como esses grupos se diferenciam e entram em confronto com o movimento LGBT, apontar quais são as principais características desse ativismo nesses países.

The paper conducts an analysis about two collectives of queer activism from Portugal and Chile. After summarizing the history of LGBT (Lesbian, Gay, Bisexual, Transgender) movements and their main achievements, especially regarding legal frameworks, the article presents and analyses the queer activism conducted by the groups Panteras Rosa and the Coletivo Universitário de Dissidência Sexual (CUDS). The objective is, by demonstrating how these groups differentiate themselves from and clash against the LGBT movement, to indicate the main characteristics of such activism in these countries.

O artigo explora a ideia de Durkheim de que a instituição Direito deve ser entendida à luz de uma realidade mais fundamental: a realidade social e moral. São tratadas a concepção de direito aí envolvida e as diversas dimensões dessa realidade mais fundamental, especialmente as que foram elaboradas por autores que se inspiraram em Durkheim. Por fim, é tratado o problema que o direito chamado por Durkheim de restitutivo apresenta para a sua própria tese a respeito dos vínculos do universo jurídico com a realidade social e moral.

This paper investigates Durkheim's idea that Law should be understood by means of the study of a more basic reality: moral and social reality. The article approaches Durkheim's conception of Law and the diverse aspects of this more basic reality, especially the aspects treated by authors inspired by Durkheim. The final part of this paper is devoted to the problem that restitutive Law presents for Durkheim's thesis about the ties between the juridical world and the social and moral reality.
