Organizational donation in the face of organ market: an analysis of Brazilian transplant model

Abstract

Organizational donation is the model of economic coordination of organ transplantation in Brazil. The objective of this study is to evaluate the performance of the National Transplant System to increase the number of donors and, consequently, to reduce the moral challenge imputed due to the existence of the waiting list. The methodology followed the qualitative approach with documentary analysis of laws, ordinances, available technical standards. The analysis showed that the System operates with three strategies: a) creation of an "incentive economy"; b) legal and managerial structuring of the system in an organizational continuum; c) stimulus to altruism as the basis of the model of social solidarity. In the critical balance of these strategies, the study suggests the change of the legislation regarding informed consent and the reorganization of the system to promote the action of the in-hospital commissions and optimization of the transport logistics of the organs.
